Authorizing the Mayor and City Clerk to sign a Distributed Generation Interconnection Agreement with Madison Gas and Electric Company and authorizing indemnification of MG&E, for PVG sites at Waste Transfer Station, Water Utility office and Water Utility Vehicle Storage, and East Police. (Various ADs)

Whereas, Madison Gas and Electric Company's offers a Clean Power Partners program, under which the City would install photovoltaic (solar) power equipment at the Waste Transfer Station, Water Utility Office, Water Utility Vehicle Storage and East Police and MG & E would buy back the PV-generated power at the rate of 25 ct/kWh instead of the regular rate of 11 ct/kWh; and
Whereas, the City has signed the Standard Distribution Generation Application Form (PSC 6027) to apply to this program for the PV sites at Water Utility Office, Water Utility Vehicle Storage. Waste Transfer Station and East Police; and
Whereas, participation in this experimental program is limited and awarded on a first-come, first served basis; and
Whereas, in order to apply to the program, MGE is mandated by the Public Service commission (PSC) to require applicants to sign an agreement called the "Distributed Generation Interconnection Agreement" (PSC 6029), which commits the applicant to comply with certain standards, requires mutual indemnification between the applicant and MGE, complete the installation of the PV equipment and connect to MGE's power grid within 12 months of signature; and
Whereas, if these four city sites are accepted into the CPP program, the City will be required to sign a Distributed Generation Interconnection Agreement (PSC 6029) with MGE for each site prior to connecting;
Whereas, APM 1-1 requires Common Council approval before the City indemnifies another party in a contract;
NOW, THEREFORE, BE IT that the Common Council authorizes the indemnification of Madison Gas and Electric Company as required in the "Distributed Generation Interconnection Agreement" (PSC 6029) in order to comply with PSC 119 for the Waste Transfer Station, Water Utility office and Water Utility Vehicle Storage, and East Police sites; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to sign the
"Distributed Generation Interconnection Agreement" (PSC 6029) with Madison Gas and Electric Company for these four sites.
Fiscal Note
Under this program, MG&E will buy back the photovoltaic (PV)-generated power at the rate of 25 ct/kWh instead of the regular rate of 11 ct/kWh. This will result in a decrease in the annual utility costs at each site by approximately $1,680 annually or $6,720 for all four sites combined.
