The proposed resolution authorizes the release of the Crisis Intervention and Prevention Services Request for Proposals. The 2026 Cost to Continue includes $2.1 million for community agency contracts related to Crisis Intervention and Prevention services. Funding for contracts beginning in 2026 is contingent on adoption of the 2026 Operating Budget by the Common Council. No additional appropriation is required at this time.

Authorizing the Release of the 2026 Crisis Intervention and Prevention (CIP) Services Request for Proposals (RFP) Reflecting Modest Program and Structural Changes Based on Community and Provider Feedback
Body
WHEREAS, the City of Madison Community Development Division (CDD) released its first Crisis Intervention and Prevention (CIP) Services RFP in 2021, funding a broad range of crisis response, stabilization, and prevention services to support residents throughout the city; and
WHEREAS, the 2021 RFP structured the CIP service area into three program types-Crisis Intervention Support Services, Recovery and Stabilization Services, and Prevention Services and Activities; and
WHEREAS, over the course of the 2022-2025 funding cycle, CDD sought input through community engagement, outcome tracking, and coordination through the CIP cohort of funded agencies to assess the impact and identify areas for improvement; and
WHEREAS, input from funded agencies, community stakeholders, and partner departments has prompted several adjustments designed to better align the CIP funding process with current needs, reduce duplication of services, and promote holistic and equitable service delivery; and
WHEREAS, in response to this feedback, CDD proposes the following changes to the 2025 CIP RFP:
• Condensing the previous three priority areas into two: (1) Crisis Intervention Support Services and (2) Prevention Services and Activities; the latter of which will now include programs funded as Recovery and Stabilization Services under the previous version;
• Removing case management as a specific program type to help emphasize the importance of non-credentialed staff with lived experience and community trust in leading support efforts;
• Using targeted outreach and workshop support to meet community needs following specific events or trends;
• Placing greater emphasis on skill-building and civic engagement as pathways to long-term stability; and,
• Recognizing that as Dane County Human Services actively supports a Youth Restorative Justice System that diverts youth away from formal citations and the court system, and to avoid duplication of services, the City’s current support for youth restorative justice programs will shift to focusing on community-based conflict resolution, de-escalation and non-violent communication skill building leading to stronger community connection, trust, and neighborhood stabilization; and
WHEREAS, the proposed RFP will make clear that City funds are intended to complement, not duplicate, programming funded by Dane County, particularly around municipal diversion for youth ages 12-16, and will prioritize community-based strategies such as provider training, culture-specific programming, and practices rooted in community-building.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Madison authorizes the Community Development Division to release the 2026 Crisis Intervention and Prevention Services Request for Proposals, incorporating the above described changes, and directs the Division staff, in consultation with the Community Resources Committee, to evaluate proposals and formulate funding allocation recommendations, for review and approval by the Common Council.
