Fiscal Note

The proposed resolution supports and approves the City of Madison’s submission of an application to the US Department of Transportation (USDOT) for a FY 2026 Safe Streets and Roads for All (SS4A) Implementation Program Grant, the acceptance of the grant if awarded, and authorizes the Mayor and City Clerk to enter a grant agreement with USDOT or its designee if awarded the grant. The requested grant amount is up to $8 million, with a total project cost of up to $10 million. The 2027 Traffic Engineering Division capital budget request includes the required 20% matching funds (up to $2 million) in 2028 should the proposed grant be awarded to the City of Madison.

Body

WHEREAS, the City of Madison’s Vision Zero Action Plan recommends pursuing federal funding for improvements; and

 

WHEREAS, the Vision Zero team has identified the SS4A Program Grant as a potential source for implementation of actions and strategies outlined in the Vision Zero Action Plan; and

 

WHEREAS, the SS4A Grant Program will support implementation of activities that are included in an approved Vision Zero action plan; and

 

WHEREAS, up to $688 million is available through the SS4A Program’s Implementation Grant Allocation in FY 26 to prevent roadway deaths and serious injuries; and

 

WHEREAS, the City of Madison applied for the program in 2022 and received a $267,680 Supplemental Planning Grant for school travel, and high injury network evaluation; and

 

WHEREAS, the City of Madison also applied for the program in 2023 and received a $6,267,688 Implementation Planning Grant for comprehensive infrastructure improvements and safety studies to advance its Vision Zero strategy; and

 

WHEREAS, the USDOT Selection Criteria for Implementation Grants include: 1) Safety Impact; 2) Safety Need; 3) Implementation Costs; and 4) Engagement and Collaboration; and

 

WHEREAS, the USDOT’s SS4A Grant Program provides an opportunity to accelerate the City’s efforts to eliminate serious and fatal crashes on Madison’s streets through innovative, low-cost, and high-impact solutions following the Safe System Approach; and

 

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council support the application by the Vision Zero staff team to the USDOT SS4A Grant Program for funding of actions and strategies in the Vision Zero Plan.

 

BE IT FURTHER RESOLVED that the City of Madison commits to funding the 20% local match requirements, up to $2 million in the 2028 Capital Budget, if awarded a grant through the SS4A Grant Program; and

 

BE IT FURTHER RESOLVED that the Common Council authorizes the Vision Zero team to apply for the grant on behalf of the City, to accept the grant if awarded, and to execute and/or submit any other documents related to the grant, in a format approved by the City Attorney, that may be necessary to comply with the grant conditions; and

 

BE IT FINALLY RESOLVED that the Common Council authorizes the Mayor and the City Clerk to enter into a grant agreement with USDOT or its designee, in a format approved by the City Attorney, for the USDOT SS4A Grant Program in the 2026 funding opportunity.
