Amending the Master List of Street Names and Designations and amending the City Engineer's Street Numbering Map, referred to in Sections 10.34(1) and 10.35, Madison General Ordinances by changing the name of Murray Street, North to East Campus Mall from Regent Street to State Street. (8th AD)
Body
WHEREAS, the Common Council, by Resolution No. 12,459, adopted March 9, 1967, has approved a master list of existing street names and designations for all purposes; and
WHEREAS, Secs. 10.34(1) and 10.35, Madison General Ordinances, require the City Engineer to maintain certain street numbering maps; and
WHEREAS, the University of Wisconsin Facilities Planning and Management Senior Transportation Planner Robert Kennedy reports that the University is committed to transforming the Murray Street, North corridor from Regent to State Streets into a high-quality, safe, and attractively landscaped pedestrian and bicycle mall providing connectivity between the eastern and southern campus; and
WHEREAS, the University of Wisconsin Facilities Planning and Management Senior Transportation Planner Robert Kennedy has requested that the City of Madison change the name of Murray Street, North to East Campus Mall from Regent Street to State Street; and
WHEREAS, the University of Wisconsin Facilities Planning and Management Senior Transportation Planner Robert Kennedy letter dated February 12, 2007 to City Engineer Larry Nelson is attached and part of this resolution; and
WHEREAS, the plat of University Addition to Madison, which was recorded August 28, 1850 as Document No. 109, Dane County Registry, named this segment of public right-of-way Murray Street from Washington Avenue (now West Washington Avenue) to Engle Street (now Langdon Street); and
WHEREAS, the City of Madison vacated various Murray Street, North segments between West Dayton and West Johnson Streets, West Johnson Street and University Avenue and State and Langdon Streets; and
NOW THEREFORE BE IT RESOLVED, that five (5) total, public street signage changes are required as a result of approval of this resolution and will be completed by the City of Madison Traffic Engineering Division at the following five locations as agreed upon between the City of Madison and the University of Wisconsin:
-East Campus Mall public sign at NW quadrant at Regent Street.
-East Campus Mall public sign at SW quadrant at West Dayton Street.
-East Campus Mall public sign at SW quadrant at West Johnson Street.
-East Campus Mall public sign at NW quadrant at University Avenue.
-East Campus Mall public sign at SW quadrant at State St.
NOTE:
It has been agreed between the City of Madison and the University of Wisconsin that all signage should be consistently public throughout the entire East Campus Mall corridor regardless of whether or not public right-of-ways have been vacated or not. This will make it most clear and evident that all of the general public has the right to use this pedestrian and bicycle mall corridor.
NOW THEREFORE BE IT FURTHER RESOLVED, the properties identified in "Address Changes-Exhibit A" attachment, made part of this resolution, list various city department addresses to this segment of N. Murray Street which will require changes; and
NOW THEREFORE BE IT FURTHER RESOLVED, that a portion of estimated costs associated with the fabrication and installation of all public and private signage by the City of Madison Traffic Engineering Division, not to exceed $2000.00, shall be paid by the University of Wisconsin to the City of Madison; and
NOW THEREFORE BE IT FURTHER RESOLVED, this Resolution will have a delayed effective date of June 1, 2008. All signage (by City Traffic Engineering) and address changes (by City Assessor and Engineering offices) will occur at that date as requested by the University of Wisconsin. The City of Madison Traffic Engineering Division will coordinate and schedule all necessary signage changes in the field as a result of this street name change as closely as possible to said effective date of June 1, 2008.
