Fiscal Note
The proposed resolution authorizes a contract in the amount of $203,340 for consulting services for the master plan, engagement process and shelter design for the James Madison Park Master Plan and Shelter Design Project. The Parks Division Capital Budget includes funding for James Madison Park Improvements, (Munis projects 17170 and 65324). Sufficient budget authority exists in the James Madison Park Improvements projects to fund the proposed resolution.

Authorizing the Mayor and City Clerk to enter into a Purchase of Services contract (Design Professionals) on behalf of the City with Ken Saiki Design, Inc. for the James Madison Park Master Plan and Shelter Design.
Body
WHEREAS, the 2017 approved parks Capital Budget includes funding for the development of the James Madison Park Master Plan and Shelter Design; and
WHEREAS, the Purchasing Division and Parks Division through a competitive process solicited proposals for RFP# 8557-0-2016-BO, James Madison Park Master Plan and Shelter Design; and
WHEREAS, an evaluation team, consisting of a representative from purchasing and relevant city staff from the Engineering and Parks Division, conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references, and subsequently interviewed the consultants of the two top performing proposals; and Ken Saiki Design, Inc. received the highest score for their proposal; and
WHEREAS, the contract compensation for architectural and engineering consultant design services for Ken Saiki Design Inc. is $203,340; and
WHEREAS, through the design process Ken Saiki Design, Inc. will complete a Final Park Master Plan, Final Master Plan Report, and pre-design programming and schematics for the shelter to establish the highest and best use of available space; and
WHEREAS, upon completion of the determination of the pre-design programming and schematics for the James Madison Park Shelter by the City an amendment to complete architectural and engineering services for development of a draft park shelter design may be pursued; and
WHEREAS, under MGO 4.26(3) service contracts between one and three years with an average more than fifty thousand ($50,000) per year of the contract require approval of the Common Council.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a Purchase of Services contract (Design Professionals) on behalf of the City for consultant services with Ken Saiki Design, Inc. for the purposes and at the prices described above, for a term of three (3) years.
