The proposed resolution authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services with CR-Building Performance Specialists for a professional Capital Needs Assessment of the City County Building facility at a cost not to exceed $194,000. Funding for this project is available in the 2025 Adopted Engineering Facilities Management Capital Budget (Munis #15672). No additional appropriation is required.

Authorizing the Mayor and City Clerk to enter into a competitively selected service contract with CR-Building Performance Specialists for professional facility assessment services. (District 4)
Body
WHEREAS, Engineering-Facilities Management requires consulting services in order to complete a Capital Needs Assessment of the City County Building Facility; and
WHEREAS, CR-Building Performance Specialists has been selected through a “Request for Proposal” process, and is the final selection candidate in accordance with MGO Section 4.26 and,
WHEREAS, the City Engineering-Facilities Management worked with the Purchasing Division to issue RFP 14044-0-2025-AH to solicit proposals for such services, and received five proposals; and
WHEREAS, an evaluation team administered by the Purchasing Division and consisting of relevant department staff from City of Madison Engineering Facilities Management and Dane County Facilities Management conducted a detailed evaluation, scored and ranked each of the proposals using criteria including service methodology, similar project scope experience, cost, and other professional criteria; interviewed finalists and CR-Building Performance Specialists. was selected through this process; and
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Design Professionals) in a form to be approved by the City Attorney, with CR-Building Performance Specialists. to provide professional capital needs assessment services for the City County Building (CCB) facility.
BE IT FURTHER RESOLVED that the Finance Director or designee is authorized to execute contract amendments for extensions to the contract term and increases up to $194,000 total contract amount.
