DRAFTER'S ANALYSIS:  This ordinance amends the Plan Commission ordinance to allow alternates on the Plan Commission to participate in discussion, serve on subcommittees or represent the Plan Commission on other City committees.  It is a companion to ID 03296.  Because it amends a Charter Ordinance, this is a Charter Ordinance and requires 14 votes.

Pursuant to Sections 66.0101(2)(c), Wis. Stats. 2003-04, the Common Council of the City of Madison do ordain as follows:
 
City of Madison Charter Ordinance No. 58 relating to Alternate Members of the Plan Commission in Subdivision (b) entitled "Alternate Members" of Subsection (4) of Section 16.01 entitled "City Plan Commission" of the Madison General Ordinances is amended to read as follows:
 
"(b)      Alternate Members. In addition to the members above-mentioned, the Mayor may appoint upon an annual basis two (2) citizens to be alternate members of such commission and shall designate which alternate is the first alternate and which alternate is the second alternate. The first alternate shall act with full power when any other member of the commission is absent or refuses to act because of a conflict of interest. The second alternate shall so act only when the first alternate refuses or is absent or when more than one (1) member of the commission so refuses or is absent.  In addition, alternates may participate in Plan Commission discussion and serve on subcommittees or as the Plan Commission representative on other City committees at any time.
This is a Charter Ordinance and shall be effective upon sixty (60) days from passage and publication subject, however, to the referendum procedures in Section 66.0101(5), Wis. Stats."
