The proposed resolution authorizes the sole source purchased services from GHD, Inc. for asset management planning services to the Water Utility in an amount not to exceed $100,000. The Water Utility's adopted 2017 operating budget appropriates $288,000 for consulting services, which includes the asset management planning services proposed via this resolution.

PREAMBLE:
Madison Water Utility is under increasing pressure to reduce capital expenditures; and due to aging pipes, wells, and other assets the Utility has a continuing need for infrastructure renewal and replacement. The Utility wishes to continue and expand its present asset management program in order to maximizing the service life of its assets and to optimize its capital improvement process. The Utility has started to focus on the life-cycle costs and sustained performance of its assets but requires a systematic integration of those efforts.

WHEREAS, MWU is in the process of instituting an asset management program to maximize the service life of its assets; and

WHEREAS, GHD was originally selected through a competitive RFP process to develop a Strategic Asset Management Plan (SAMP) and a Strategic Asset Management Implementation Plan (SAMIP or “roadmap”) that provides a framework and policies that will guide the institution of the asset management program

WHEREAS, MWU has been working with GHD for the past nine months to develop these plans; and

WHEREAS, MWU, as part of the asset management implementation process, needs to create a pilot asset management plan for its well facilities; and

WHEREAS, GHD has played a large role in authoring the SAMP and roadmap and is familiar with MWU’s management structure as well as its asset portfolio; and
