Fiscal Note
The proposed resolution amends the 2017 Adopted Operating Budget to appropriate $20,619 from the Contingent Reserve to cover the required local match for a survey contract with the University of Wisconsin-Madison, Survey Center. The focus of the project is to analyze travel patterns of Madison residents. The Common Council authorized the contract with the UW-Survey Center in September 2016 (RES-16-00710). The total cost of the contract is $140,662; 85% of the project will be funded by State and Federal funds. The appropriation from Contingent Reserve will serve as the required local match. Grant funding for the project is available as a result of carry forward funding from 2015.

Following the transfer of these funds the remaining balance in 2017 Contingent Reserve will be $1,479,381.

WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (MATPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO’s fiscal and administrative agent; and

WHEREAS, the MATPB is the designated MPO for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and

WHEREAS, MATPB staff have been working with other City Planning Division staff on a project to conduct a household travel mail survey of Madison area residents to supplement data that will be obtained through the National Household Travel Survey (NHTS); and

WHEREAS, the survey results will provide important information on the travel habits of Madison area households, including use of active transportation, that will assist the MATPB and City in their planning and transportation facility investment decision-making and serve as a key component in ongoing transport...
