I found out recently that Mr. Wiganowsky has dropped his appeal of this plan, and that this item may not be discussed. I am pleased to hear that the appeal has been withdrawn. In case there is a last- minute change, and this item is discussed in any detail, I would like to voice my support of the security plan, and ask that it remain, albeit with some adjustments as outlined to myself and others by Captain McLay of the North District, that I understand Mr. Wiganowsky has agreed to employ. If still possible, I would like you to include this as an attachment to tonight's agenda, as an official record of my approval. I have lived on Huxley St. for more than 10 years. For the majority of that time Wiggie's bar has been at most a minor inconvenience on an infrequent basis. For about the last three years, however, the atmosphere at the bar in the evenings has changed dramatically, and with those changes have brought about a dramatic increase in noise, violence, trash, drugs and general disruption to our neighborhood. Mr. Wiganowsky has tried, unsuccessfully, to control this situation. I feel, through limited interaction with him directly, as well as hearing many comments through indirect sources, that he has never really committed to trying to resolve these issues in a way that is constructive to the neighborhood. Since implementation of the Chief's security plan over a month ago, all incidents of disruption, violence and noise have unequivocally ceased to exist, and our neighborhood has transformed into a quiet and serene neighborhood. I believe that this can be demonstrated simply by looking at the number of calls for service (discounting unsolicited bar checks initiated by officers) before and after imposition of the security plan: September: 17 (discounting "information", "private parking complaint" and "liquor law/bar check") October: 14 First week of November: 3 Since the first week of November: 3, and I believe there have been no calls since November 16th. I think this makes one point clear: the security plan for Wiggie's implemented by the Chief has succeeded, and certainly far, far better than any attempt by Mr. Wiganowsky. I speak for myself today, but I can tell you that many, many others in my neighborhood feel the same as I do that this business was out of control until the implementation of the security plan. I have no objections to the changes made recently to the additional plan, but I have no love for this establishment, and would feel no regret if it closed. It stopped being a neighborhood bar several years ago, and until the security plan was implemented, had become a bane to the neighborhood. Thank you, Megan Maguire 1309 Huxley St.
