We have determined
we have a break in the 6" FM on N. Carroll. It has probably been broken
since at least Saturday. We have marked a spot for an exploratory hole,
which is our best guess where the break exists. Presently when the pumps
kick on, a large flow enters the Western most storm inlet at the bottom of
the culdesac. That sewerage exits to the Lake thru the storm sewer.
A second opening in the ground, further down the slope to the lift station also
allows sewerage to escape to the ground surface.
Rob Phillips has
declared a Public Works emergency. I have contacted Gordy Marauske of
Capitol Underground and he has agreed to perform the repair starting sometime
tomorrow morning. The work will be on a Force Account basis, so we will
need someone from John Fahrney's staff to monitor the work sufficiently to
verify the final billing. City crews will assist with vactor or any other
means if we are able.
In the interim,
starting this evening, City crews shall attempt to capture the leaking flow and
discharge it to sewers on Langdon. Our plan is to allow the pump station
to continue to operate. We shall open a large hole in the street to act as
a 'relief point' for the sewerage to accumulate. We shall pump from this
hole / sump round the clock. The alternate of blocking manholes incoming
to the station was not practical due to depth.
Kathy, we will need
to make report to DNR first thing in the morning. If you or your staff
could do that, I can follow up with estimates of sewerage that has been
bypassed.
Paul Nehm, can your
staff provide me with est. pumping volumes at this station for the past few days
- or a typical day if you cant get that detailed?
Marsha Hacker, we
need this on the BPW as an addendum item: "Declaring a Public Works
Emergency" We have done a few in the past - do you recall if this is in a
resolution format?
