The proposed resolution accepts the Community Development Division's policy paper for structuring and conducting a Request for Proposals process for Older Adults Services programs in 2025. The policy paper assumes a Cost to Continue budget for Older Adult Services community agency contracts in 2025 consistent with the 2024 Adopted Operating Budget: $838,039. No additional City appropriation required.

Accepting the Community Development Division (CDD) “Older Adult Services 2024 Policy Concept Paper” as the basis for structuring and conducting a Request for Proposals (RFP) process, and authorizing the CDD to undertake this process and recommend, for approval by the Common Council, a funding allocation plan regarding awards and contracts that will take effect on January 1, 2025 (Citywide).

The proposed resolution accepts a staff prepared “Older Adult Services Policy Paper” and authorizes the Community Development Division (CDD) to utilize its content to guide a funding process through which CDD staff will make recommendations to the Council regarding the allocation of funds available to support older adult services, beginning in 2025.
WHEREAS, the City of Madison has a long-standing commitment of financial support to community-based organizations as part of its strategy to create the necessary conditions for Madison residents to realize their full potential by ensuring residents and neighborhoods have access to needed services; and,
WHEREAS, the CDD, in consultation with the Committee on Aging, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of available City-administered resources to ensure the quality and availability of older adult services in Madison; and,
WHEREAS, the City’s 2024 Adopted Operating Budget appropriates $838,039 to support older adult services programming; and,
WHEREAS, the provision of services to older adults, including through a system of high quality case management and older adult services programming, plays an important role in helping many Madison residents age successfully; and,
WHEREAS, the City currently contracts with a group of agencies (Freedom Inc, Goodman Community Center, The Hmong Institute, NewBridge of Madison, Outreach, and Retired Senior Volunteer Program), that provide a range of programs and services supporting older adults in our community; and,
WHEREAS, the City places a priority on supporting older adults who face barriers to accessing quality services and is further interested in focusing support on historically marginalized groups such as Black, Indigenous, or People of Color (BIPOC), people who identify as LGBTQIA+, and those who are Limited English Proficient (LPE); and,
WHEREAS, the CDD has drawn on input from stakeholders, policy makers and residents, including recommendations offered by EQT by Design following focused community engagement efforts undertaken on behalf of the City, to prepare a policy paper that addresses the City’s goals and expectations with respect to serving older adults, particularly those who face barriers in accessing quality programming; and,
WHEREAS, the content of this policy paper, if approved by the Common Council, will serve as the foundation of an RFP document, which will set forth the City’s goals and expectations, and be used to solicit proposals from local service organizations seeking City funding to support programs and activities focused on older adults.
NOW, THEREFORE BE IT RESOLVED, that the Common Council accepts and approves the 2024 Older Adult Services policy paper as the basis for developing the corresponding Request for Proposals process; and,
BE IT FURTHER RESOLVED, that the Council authorizes CDD staff to conduct an RFP process and develop funding allocation recommendations for consideration and approval by the Common Council, that will support contracts with selected agencies beginning on January 1, 2025.
