Fiscal Note

This resolution proposes to amend (amendment #3) an existing contract for architectural and engineering consulting services for the Metro Transit Maintenance Facility phased upgrades located at 1 S. Ingersoll St (formally 1101 E. Washington Ave.). Funding is included in the Adopted 2023 Metro Transit Capital Budget in the Facilities Repairs and Improvement program (MUNIS 85002). Contract 8846, including amendments #1 and #2, authorizes $1,613,171 for this contract. Amendment #3 would add $627,968 to the contract and result in a total authorization of $2,241,139.

A RESOLUTION authorizing the Mayor and City Clerk to amend an existing competitively selected service contract with Mead and Hunt for architectural and engineering services for the Metro Transit Maintenance Facility (1 S Ingersoll St; formally 1101 E Washington Ave) Facility Upgrade, Phase 3B. (6th AD)

 

Body

WHEREAS, City Engineering and Madison Metro Transit require architectural and engineering (A/E) consulting services to complete the Schematic Design, Design Development, Construction Documentation, Bidding and Negotiation, Construction Administration and Warranty work for a phased facility upgrade; and

 

WHEREAS, City Engineering and Madison Metro Transit worked with the Purchasing Division to issue RFP # 8846 to solicit proposals for such services, and received 5 proposals; and 

 

WHEREAS, an evaluation team consisting of Purchasing and relevant Engineering and Metro Transit staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill,  equipment, past performance, and references; interviewed finalists and Mead and Hunt was selected through this process;

 

WHEREAS, originally, the scope of work involved implementing recommendations from a facility study completed in 2018 including: a 2021 project for Phase 3A - maintenance bay replacement, a 2022 project for Phase 3B - administrative and support area remodel, and a 2023 project for Phase 3C - bus storage remodel; and

 

WHEREAS, Phase 3A work was completed in 2021; and

 

WHEREAS, Phase 3B now combines both phases 3B and 3C along with some additional scope identified as the project has progressed including:  LEED Certification, Updated Space Planning, Security Fencing, Roofing, Façade Restoration and Exterior Lighting; and

 

WHEREAS, Phase 3B and 3C were originally planned to happen sooner, and the delay resulted in increased hourly rates for consultants; and

 

WHEREAS, the original authorization for this contract, including Amendments #1 and #2 is $1,613,171. Amendment #3 would add $627,968, which includes $116,568 for increased hourly rates and $511,400 for additional scope items;

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract amendment with Mead and Hunt for architectural and engineering services for the Metro Transit Maintenance Facility at 1 S Ingersoll St in the amount of $627,968, for a total contract amount not to exceed $2,241,139.
