Fiscal Note

The proposed resolution approves the selection of Dane County Parent Council, Inc. to provide child care accreditation and technical services to family child care providers located in the City of Madison beginning in 2023. The provider was selected through a competitive request for proposal process. Funding for these services is included in the 2023 executive operating budget, subject to adoption by the Common Council. No appropriation is required in 2022.

 

Title

A Resolution approving the selection of Dane County Parent Council, Inc. to provide child care accreditation and technical support services to family child care providers located in the City of Madison, and authorizing the Mayor and City Clerk to enter into a contract with the selected agency for the provision of these services.

Body

WHEREAS, the City provides child care accreditation and technical assistance services to regulated group child care providers; and,

WHEREAS, alternatively, if a program is categorized as a family child care home program, MGO 3.12(10)(c)1.f. specifies that program shall be accredited by a larger umbrella organization which meets the same organizational prerequisites as group child care providers accredited by the City; and,

WHEREAS, the Ordinance further specifies the umbrella organization shall be responsible for providing accreditation of family child care homes, referral of children, supervision of program activities and training; and,

WHEREAS, the Community Development Division used a competitive Request for Proposals process (RFP #11086, City of Madison Family Child Care Accreditation Services) to solicit proposals from organizations interested in providing accreditation services to family child care home programs within the City of Madison; and,

WHEREAS, two organizations, Dane County Parent Council and Community Coordinated Child Care submitted proposals in response to the RFP; and,

WHEREAS, an evaluation team consisting of Purchasing staff, Community Development Division staff and staff from The United Way of Dane County conducted a detailed evaluation of the responses to the RFP using criteria spelled out within it, and selected Dane County Parent Council, Inc. as the preferred choice; and,

WHEREAS, the City’s RFP indicated funds available to support the contract beginning in 2023 total up to $287,941 annually, subject to Council approval of that funding as part of the City’s 2023 Adopted Operating Budget, and that the contract would continue for 5 years, contingent upon the Council’s inclusion of funding in subsequent years and upon performance of contractual obligations;

NOW, THEREFORE, BE IT RESOLVED, that the Council approves the recommendation by the Community Development Division to award up to $287,941 annually to Dane County Parent Council, beginning in 2023 and continuing through 2027, to provide accreditation services and technical assistance on behalf of the City of Madison, to family child care service providers located in Madison; and,

BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk to execute an annual contract and any other agreements with Dane County Parent Council, deemed necessary to accomplish the purpose of this Resolution.
