Fiscal Note

The proposed resolution approves an allocation from the USDOJ Byrne Criminal Justice Innovation grant, Isthmus Safety Initiative to the Rape Crisis Center to provide Bystander Intervention Training programming. The Rape Crisis Center was the only respondent to a request for proposal to provide these services and was recommended by the evaluation panel. The resolution would provide up to $62,000, contingent on the availability of federal funding, and authorize the Mayor and City Clerk to execute agreements with the organization for these services.

Approving the provision of up to $62,000 from the United States Department of Justice (USDOJ) Byrne Criminal Justice Innovation (BCJI) grant Isthmus Safety Initiative (ISI) to support the development and execution of a Isthmus Safety Initiative (ISI) program in Madison’s Downtown and authorizing the Mayor and the City Clerk to enter into agreements with the selected agency to implement the designated project.

Body

WHEREAS, the City of Madison applied for and received a USDOJ Byrne Criminal Justice Innovation (BCJI) grant in 2020, that focused on downtown Madison; and,

 

WHEREAS, as called for by the BCJI grant, and working in collaboration with a Steering Committee, University of Wisconsin Population Health, Public Health Madison and Dane County, and the Madison Police Department, the Division engaged an Advisory Council of cross-sector partners consisting of downtown stakeholders, organizations, business owners, and residents to discuss downtown crime issues and the drivers of crime downtown, and created an Action Plan to address them; and,

WHEREAS, the resulting Action Plan, “Byrne Criminal Justice Innovation (BCJI) Isthmus Safety Initiative (ISI) Action Plan” was developed and submitted to the USDOJ, Office of Justice Programs, Bureau of Justice Assistance (BJA) as part of the 2020 BCJI implementation grant process; and,

WHEREAS, BJA awarded the Division a $1,000,000 grant for a three-year implementation period; and,

 

WHEREAS, the Community Development Division and the grant partners, over the course of the implementation period, will use the grant funds to address crime and the drivers of crime within downtown Madison’s State Street area described in the Action Plan; and,

 

WHEREAS, Community Development Division staff issued a concept paper on the Isthmus Safety Initiative )ISI) programming based on the Action Plan developed with the ISI Advisory Council consisting of community representatives and residents, which was integrated into a Request for Isthmus Safety Initiative programs; and,

 

WHEREAS, the CDD, which is charged with administering these funds, conducted a Request for Proposal to establish Isthmus Safety Initiative program allocations for 2022, approved by the Common Council on August 2, 2022 ; and,

 

WHEREAS, the Request for Proposal solicitation to provide Safety Ambassador services and Bystander Intervention Training services had an application deadline of August 29, 2022; and,

 

WHEREAS, one agency submitted a program proposal to provide Bystander Intervention Training programming; and,

WHEREAS, CDD and grant staff in consultation with a proposal review panel, consisting of a representative from the ISI Advisory Council and a representative from the Campus Area Neighborhood Association reviewed and evaluated the proposal and formulated the  recommendation for consideration by the Common Council; and,

 

WHEREAS, that recommendation includes funding of the Rape Crisis Center for up to $62,000 for expenses incurred in the execution of the Isthmus Safety Initiative’s Bystander Awareness Training initiative contingent on the availability of Federal funding; and,

 

WHEREAS, the Rape Crisis Center will be contracted through purchase of services contracts that will expire no later than September 30, 2023, with the possibility of extension, and that under the terms of those contracts agencies will be required to report on service goals and outcome measurements to their CDD contract manager the grant leadership team, Federal grant management system, and the ISI Steering Committee and Advisory Council,

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the USDOJ Byrne Criminal Justice Innovation Grant, Isthmus Safety Initiative funding allocation as detailed above, as recommended by CDD staff and the review panel; and,

 

BE IT FINALLY RESOLVED, that the Common Council authorizes the Mayor and the City Clerk to execute agreements with the Rape Crisis Center for the described activities.
