Fiscal Note
The proposed resolution extends a contract with the Wisconsin Department of Administration to support employment of people with intellectual and developmental disabilities within the City of Madison. Under the contract, the Department of Civil Rights (DCR) will receive up to $15,000 from the State to support these efforts. Any work associated with the contract will be performed with existing DCR resources and no additional appropriation is required.

Body
WHEREAS, people with disabilities are the fastest growing demographic in the country; and,
WHEREAS, the labor force participation rate for people with intellectual and developmental disabilities is 44 % versus 83 % of their non-disabled peers, indicating that more than half of people with ID have dropped out of or were never in the workforce; and,
WHEREAS, of employed people with intellectual and developmental disabilities, 63% work only part-time and 38% in segregated settings for less than the minimum wage; and,
WHEREAS, hiring people with disabilities adds perspective, increases diversity, and fuels organizational development; and,
WHEREAS, the City of Madison has an opportunity to become a model employer by improving policies, recruitment and onboarding practices as well as providing work experience opportunities to people with disabilities; and,
WHEREAS, the Wisconsin Board for People with Developmental Disabilities will provide the Department of Civil Rights technical assistance and $15,000 to support these efforts;
NOW, THEREFORE, BE IT RESOLVED that the City of Madison authorizes the Director of the Department of Civil Rights to sign and enter into a contract amendment with the State of Wisconsin Department of Administration / Board...
