Fiscal Note
The proposed resolution supports and approves an application to the Wisconsin Department of Transportation for a federal Transportation Alternatives Program grant. The grant award could be up to $150,000 with a local match up to $30,000. The local match would be funded by Traffic Engineering's 2022 capital budget appropriation from the Traffic Safety Infrastructure capital program. If awarded, a separate resolution will be submitted to amend Traffic Engineering's 2022 capital budget to appropriate the grant funds.

This resolution provides the required support of the grant application under the WisDOT Transportation Alternatives Program (TAP), and approves the acceptance of the grant and the City’s entering of a grant agreement with WisDOT if awarded the grant.
The City of Madison endeavors to provide its citizens of all ages and abilities with a robust, sustainable, multi-modal transportation system, including a major emphasis on safety, walking and biking. The City is committed to ensuring the safety of children especially as they travel to school and encouraging more families to choose walking and biking as a healthy transportation option.
The WisDOT 2022-2023 Supplemental TAP application is open to projects focused on Safe Routes to School and on active transportation planning. The proposed application is to develop a Safe Routes to School framework focused on improving walking/biking education and encouraging more families to choose active transportation along with developing school specific transportation safety recommendations and review of areas designated as hazardous for potential improvements.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the Common Council fully support the project in the TAP application; and,
BE IT FURTHER RESOLVED that the Department of Transportation is authorized to submit an application, on behalf of the City, for Federal funds under the 2022-2023 WisDOT Transportation Alternatives Program (TAP) Supplemental solicitation for Safe Routes to School Planning grant program, to accept the grant if awarded, and to execute and/or submit any other documents related to the grant, in a format approved by the City Attorney, that may be necessary to comply with the grant conditions; and
BE IT FINALLY RESOLVED that the Common Council authorizes the Mayor and the City Clerk to enter into a grant agreement with WisDOT, in a format approved by the City Attorney, for the 2022-2023 WisDOT Transportation Alternatives Program (TAP) Supplemental solicitation for Safe Routes to School Planning grant program.
