Fiscal Note

The proposed resolution authorizes a contract for design services and construction administrative services for remodeling at Metro Transit's satellite bus facility on Hanson Rd. The contract cost is $1.1 million. Funding is available within Metro's Satellite Bus Facility capital project. This capital project was appropriated $12.9 million of borrowing authority in the 2020 Adopted Capital Budget. An additional $10.7 million in federal funds were added to the capital project in 2021 through resolutions (File ID 64017 and 64737). No additional appropriation is required for this contract. Title

Authorizing the Mayor and City Clerk to enter into a contract agreement for Purchase of Services (Architect) with Engberg Anderson, Inc. to provide professional architectural and engineering consultant design services and construction administrative services for the Metro Transit Hanson Road Satellite Bus Facility Remodel located at 3901 & 3829 Hanson Rd.

 

Body

WHEREAS the 2022 Capital Budget includes funding for the Metro Transit Hanson Road Satellite Bus Facility Remodel, an Architect and Engineer consultant team must be hired to design this project; and,

 

WHEREAS the total compensation for architectural and engineering design services for Engberg Anderson, Inc. is $1,059,320; and,

 

WHEREAS building improvements at this facility are necessary to support articulated buses for the planning and implementation of the Bus Rapid Transit (BRT) project; and,

 

WHEREAS the Metro Transit Hanson Road Satellite Bus Facility Remodel project will be designed for bus storage and bus maintenance that will support sixty foot (60ft) all-electric articulated buses; and,

 

WHEREAS the project will include spaces for bus parking, bus wash services lanes and fueling, administration offices, driver lockers and lounge, driver training, bus maintenance repairs bays and parts storage, and buildings & grounds storage with shop and office spaces; and,

 

WHEREAS the Engineering Division requires consulting services in order to complete the Pre-Design, Schematic Design, Design Development, Construction Documentation, Bidding, Construction Administration, and Warranty phases of the project; and,

 

WHEREAS, Engberg Anderson, Inc. has been selected through a “Request for Qualifications” process (RFQ #: 11031-0-2022-BP), and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with Administrative Procedure Memorandum No. 3-3, “Retaining Architect, Professional Engineers, Designers and Land Surveyors for Consultant Service;” and,

 

WHEREAS, an evaluation team administered by the Purchasing Division and consisting of relevant Metro Transit staff and City Engineering staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including skill, past performance, local vendor preference, and references; interviewed finalists and Engberg Anderson, Inc. was selected through this qualification process; and,

 

WHEREAS the scope of this project shall include architectural/engineering services that will achieve at a minimum LEED Certification-Silver per Madison Legislative File #07453 following the U.S. Green Building Council’s LEED for New Construction and Major Renovations (LEED-NC v.4) Rating System; and,

 

NOW THEREFORE BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) in a form to be approved by the City Attorney, with Engberg Anderson, Inc. to provide professional architectural and engineering design services and construction administration services for the Metro Transit Hanson Road Satellite Bus Facility Remodel located at 3901 & 3829 Hanson Road.
