Fiscal Note

No additional City appropriation is required. Funding for the proposed blight study and contract increase is included in the Economic Development Division’s 2022 Adopted Capital Budget.

Title

Authorizing an amendment to the contract with MSA Professional Services, Inc. for Survey of Conditions (“Blight Study”) Services for the creation of a South Madison Tax Increment District (“TID”) and authorizing an increase to the contract for Blight Study services of $75,000, for an amended total authorized expenditure of $175,000. 

Body

WHEREAS, the City of Madison (“City”) desires to create a TID in the South Madison area as authorized under WI State Statute 66.1105; and

WHEREAS, this action requires the completion of a Blight Study; and

WHEREAS, the City of Madison has previously entered into a multi-year service contract with MSA Professional Services, Inc for the completion of Blight Studies (Legistar #62927, RES-20-00804), and;

WHEREAS, Legistar #62927, RES-20-00804 authorized the expenditure of up to $100,000 for Blight Studies, and;

WHEREAS, the cost to complete a Blight Study for the South Madison area will consume most of the funds authorized under Legistar #62927, RES-20-00804, and;

WHEREAS, the Economic Development Division’s 2022 Adopted Capital Budget includes $75,000 of funding to complete the South Madison Blight Study, and;

WHEREAS, MSA Professional Services, Inc. is currently under contract with the City to complete blight studies,

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the amendment of the existing contract with MSA Professional Services, Inc. and increases the total authorized expenditure by $75,000 (amended total authorized expenditure of $175,000) for Blight Study services as authorized under WI State Statute 66.1105; and

BE IT STILL FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract amendment with MSA Professional Services, Inc. for the completion of this Blight Study in an amount not to exceed $175,000, in a form approved by the City Attorney.
