Fiscal Note

The proposed resolution amends the 2021 Sustainability Improvements capital project budget to add $90,000 from the U.S. Department of Agriculture (USDA) Community Compost and Food Waste Reduction (CCFWR) grant program to support the City of Madison’s Community Food Waste Reduction Initiative. The total projected project cost is $120,000 which includes $90,000 of federal funding from the USDA and $30,000 of match funding provided by the City and the National Resources Defense Council (NRDC). The City’s match will be met using existing resources for staff time (the Sustainability Coordinator and the Streets Department Recycling Coordinator) for a total of $25,000. The NRDC will provide $5,000 in local match. There is no impact on the city levy.

Body

WHEREAS on August 31, 2021 the Madison Common Council adopted a Resolution (RES-21-00618) to address food waste that has the support of the Sustainable Madison Committee and the Madison Food Policy Council; and

 

WHEREAS the Food Waste Resolution sets a food waste diversion goal of 50% from the landfill by 2030 and commits to establishing metrics for measuring and tracking progress; and,

 

WHEREAS the City of Madison applied for a U.S. Department of Agriculture (USDA) Community Compost and Food Waste Reduction (CCFWR) grant to support implementation of a Community Food Waste Reduction Initiative in the amount of $90,000; and

 

NOW, THEREFORE, BE IT RESOLVED that the Mayor’s office is authorized to execute and file an application for funding from the U.S. Department of Agriculture (USDA) Community Compost and Food Waste Reduction (CCFWR) grant program on behalf of the City of Madison; that the 2021 Sustainability Improvements capital budget be amended to add $90,000 of awarded funding; and,

 

BE IT FINALLY RESOLVED that the Sustainability Program Coordinator is authorized to execute a grant agreement with the U.S. Department of Agriculture (USDA) for receipt and use of these funds.
