The proposed resolution authorizes an amendment to the contract with Stearns, Conrad, and Schmidt Consulting Engineers for environmental site assessment and remediation services. The contract was originally signed in March 2020 for a 3-year term at an amount not to exceed $100,000 annually. However, City agencies have used the contract more than initially anticipated. The Engineering Division proposes increasing the contract to $175,000 annually for the duration of the contract. City agencies will cover contract costs through their adopted budgets. No additional appropriation is required.

Authorizing the Finance Director or Designee to sign an amendment of a 3-year, competitively selected service contract with Stearns, Conrad and Schmidt Consulting Engineers (SCS Engineers) for environmental site assessment and remediation services to the City. (Citywide)
Body
WHEREAS, City Engineering, City Planning, Community & Economic Development, and the Water Utility require environmental consulting services in order conduct environmental due diligence, environmental remediation, and well drilling and abandonment; and
WHEREAS, City Engineering worked with the Purchasing Division to issue RFP #8914 (“Environmental Consulting Services”) to solicit proposals for such services, and received 13 proposals in February 2020; and
WHEREAS, an evaluation team consisting of staff from Engineering and the Water Utility conducted a detailed evaluation, scored, and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed the top two finalists and SCS Engineers was selected through this process; and
WHEREAS, the contract was signed by the Finance Director’s Designee in March 2020 at an amount not to exceed $100,000 per year for three years, and has been renewed once already; and
WHEREAS, since signing the contract, the services of SCS Engineers have been used more than anticipated by various City Departments; and
WHEREAS, City Engineering proposes to increase the contract amount to $175,000 annually to cover all environmental services within a contract year; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor, City Clerk;
NOW, THEREFORE, BE IT RESOLVED, that the Finance Director or Designee are authorized to sign a contract amendment with SCS Engineers for the purposes and at the price described above, for the remaining duration of the existing contract.
