Blanket authorization for acceptance and appropriation of gifts to Madison Public Library between $10,000 and $50,000 through fiscal year end December 31, 2022.

WHEREAS, Madison General Ordinance (MGO) 4.29 - AFFILIATED ORGANIZATIONS FOR THE CITY OF MADISON; POLICY ON RECEIPT OF GIFTS section (4) Gifts to the City states "Gifts from other entities up to ten thousand dollars ($10,000) may be accepted by Department heads with the approval of the Mayor; gifts from other entities over ten thousand dollars ($10,000) shall be accepted by resolution of the Common Council."; and,
WHEREAS, Gifts to Madison Public Library (MPL) are controlled by Madison Public Library Board, not the Common Council, the authorization for acceptance and appropriation of gifts to MPL are approved by Madison Public Library Board; and,
WHEREAS, MPL budgeted conservatively in 2021 for donations and gifts, and has fulfilled the budgeted revenue totals for gifts and donations, future gifts received in 2021 will require the need for additional appropriations to the 2021 Adopted Budget for MPL; and,
WHEREAS, Madison Public Library Board meets once per month and gifts and donations are received throughout the month, MPL is requesting blanket authorization from Madison Public Library Board for acceptance and appropriation of gifts to MPL between $10,000 and $50,000 for the remainder of 2021. MPL staff will report to Madison Public Library Board all funds accepted and appropriated under this blanket authorization, and,
NOW THEREFORE, BE IT RESOLVED, that the Madison Public Library Board is granting authorization to Madison Public Library for acceptance and appropriation of gifts between $10,000 and $50,000 through fiscal year end 2022; and,
BE IT FINALLY RESOLVED, the Madison Public Library is authorized to create the necessary 2021 and 2022 Operating Budget amendments to accept gifts and donations between $10,000 and $50,000.
