Fiscal Note

The proposed resolution accepts the final report from the Task Force on Digital Inclusion Strategic Priorities. The report strongly recommends the City provide resources for managing formal coordination between entities in Dane County currently working on the five elements needed to achieve digital inclusion as outlined in the report. The report also recommends these efforts be incorporated as part of the Imagine Madison plan. No appropriation is required to accept the report. Appropriations may be necessary in the future to implement the recommendations.

Accepting the Final Report from the Task Force on Digital Inclusion Strategic Priorities

Body

WHEREAS, the Common Council established the Task Force on Digital Inclusion Strategic Priorities on March 30, 2021; and,

 

WHEREAS, according to the most recent data, 30,000 homes in Dane County don’t have internet access at home; and,

 

WHEREAS, the COVID-19 Pandemic has increased people’s reliance on the Internet, but further exposed the inequalities we have in our communities; and,

 

WHEREAS, the City of Madison provides funds for Digital Inclusion every year in its budget; and,

 

WHEREAS, it is likely the City of Madison will see funds from COVID-19 relief money targeted at Digital Inclusion; and,

 

WHEREAS, digital equity is a condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy, and economy; and,

 

WHEREAS, digital equity is necessary for civic and cultural participation, employment, lifelong learning, and access to essential services; and,

 

WHEREAS, the Task Force on Digital Inclusion Strategic Priorities met seven times and a subcommittee workgroup met three times over three months; and,

WHEREAS, the Task Force on Digital Inclusion Strategic Priorities completed its work on July 28, 2021; and,

NOW, THEREFORE, BE IT RESOLVED that the Common Council accepts the final report and model policy of the Task Force on Digital Inclusion Strategic Priorities.

BE IT FINALLY RESOLVED that the Common Council thanks the members of the Task Force on Digital Inclusion Strategic Priorities for their dedication and service to the City.
