Fiscal Note
The proposed Resolution amends the 2021 Adopted Operating Budget for the Community Development Division (CDD) to reflect the actual grant award amounts for the Continuum of Care grant program. Under the proposed amendment, CDD's 2021 Adopted Budget will increase as follows:
• Revenue: +$1,627,500
• Purchased Services: +$1,627,500
This Resolution also authorizes the Mayor and City Clerk to execute agreements with nonprofit agencies, specified below, to provide services using the Emergency Solutions Grant Program Supplemental Funds (ESG-CV).

SUBSTITUTE - Authorizing the City of Madison, on behalf of the Dane County Continuum of Care (CoC), to accept an ESG-CV second allocation award of up to $1,627,500 from the State of Wisconsin Department of Administration; authorizing the Mayor and City Clerk to execute agreements with specific Dane County CoC agencies to provide services using the ESG-CV funds; and amending the Community Development Division's 2021 Adopted Operating Budget to reflect receipt of these funds.

BACKGROUND
The City of Madison works closely with Dane County Continuum of Care (CoC) member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of the State of Wisconsin grants on behalf of the Dane County CoC.
Dane County CoC will receive $1,500,000 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) allocated to the State of Wisconsin by the U.S. Department of Housing and Urban Development (HUD) as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). In addition, the City of Madison will receive $127,500 in ESG-CV allocated to the State of Wisconsin by HUD for Homeless Management Information System administration provided by Institute for Community Alliances.
The Dane County CoC Board of Directors is responsible for making the funding allocation decisions for the CoC funds. The City of Madison Community Development Division will serve as the grant recipient and enter into contracts with the subrecipient nonprofit agencies to provide the activities approved by the Dane CoC Board of Directors.
Dane CoC Board of Directors approved $1,500,000 of the funds to be allocated to the following agency projects:
• Center for Community Stewardship - Up to $71,467 in administration funds for compensation, training and fiscal sponsor fees for the HSC Lived Experience board seats, Lived Experience Committee, and Youth Action Board
• Legal Action of Wisconsin - Up to $48,811 for homelessness prevention legal services
• Lutheran Social Services - Up to $71,683 for rapid rehousing program for single adults
• MACH OneHealth - Up to $83,938 for street outreach
• Madison-Area Urban Ministry (d.b.a. Just Dane) - Up to $14,797 for rapid rehousing program for justice involved individuals
• Porchlight - Up to 162,046 for men’s shelter
• Sankofa Educational Leadership United - Up to $373,262 for rapid rehousing program and up to $571,132 for non-congregate hotel-based emergency shelter for individuals or families
• The Salvation Army Dane County - Up to $87,504 for rapid rehousing program for singles and families
• YWCA Madison - Up to $15,360 for family shelter
ACTION
WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,
WHEREAS, City Community Development Division staff has worked collaboratively with the Dane County CoC to assess community needs and develop a list of projects for submission to the State for ESG-CV funds on behalf of the CoC; and,
WHEREAS, the Dane County CoC Board of Directors, which is charged with approving the funding allocation for ESG-CV CoC funds granted to the State of Wisconsin by HUD, approved the funding allocation plan at its March 3, 2021 meeting;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council, upon receipt of a final notice of award by the State, hereby authorizes the Mayor and City Clerk to execute agreements with the State to accept the ESG-CV funds described above;
BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to execute agreements with the specific nonprofit agencies listed herein to provide the specified services for people experiencing homelessness and those at risk of becoming homeless; and,
BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2021 Operating Budget of the Community Development Division to recognize the specified grant revenue and commensurate expenditures.
