Approve the Council Amendment to the Library 2021 Executive Operating Budget

The Library Board approved the new lease for the Hawthorne Library Branch at the September 10, 2020, meeting. The lease was fully executed and recorded October 27, 2020, effective January 1, 2021. In the lease contract, Section 13e, page 6, provides $109,509 to Madison Public Library to complete interior improvements such as flooring replacement, vinyl base and painting walls upon contract execution.
These funds were not anticipated in the preparation of the 2021 Operaing Budget request, so the additional $109,509 was not included in the Library's request. If known during the preparation of the 2021 Operating Budget request, Library would have increased revenue and expense budget accordingly.
At this point in the 2021 Operating Budget process, any changes to the 2021 Executive Operating Budget must be initiated by an alder as a Council Amendment. Alder Harrington-McKinney will be sponsoring an amendment to increase revenue (Reimbursement of Expense) and increase expense (Building Improvements) by $109,509, which does not impact the General Fund appropriation. This amendment is currently being written and will be made available to the Library Board for review prior to the November 5, 2020, meeting.
