Fiscal Note

The proposed resolution authorizes a sole source purchase for software maintenance utilized by Traffic Engineering. The total cost for the proposed contract is approximately $55,000. Half of the proposed contract ($27,500) is for services that were received in 2019, and the other half is for services that have been received in 2020. This contract will be funded through Traffic Engineering's existing purchased service appropriations.

Body

WHEREAS, the City of Madison has established a uniform traffic signal controller product for consistency in routine operations and maintenance, and for compatibility with centralized Advanced Traffic Management System (ATMS) computer software used for remote monitoring, programming changes, and traffic responsive/adaptive algorithm capabilities; and,

 

WHEREAS, a key recommendation of the Madison Area Transportation Planning Board’s Regional Transportation Plan 2050 is to build a well-connected network of regional roadways to accommodate future growth and efficiently distribute traffic within the Madison Urban Area; and,

 

WHEREAS, to further build a well-connected network, the majority of communities within the Metropolitan Planning Organization (MPO) use traffic signal controllers of the same variety for interoperability, including those that are State- and County-owned, as well as those that are maintained by the City of Madison Traffic Engineering staff via existing agreements; and,

 

WHEREAS, the current brand of traffic signal controller product has been used by the City of Madison since at least the late-1980’s and has established a history of familiarity and uniformity; and,

 

WHEREAS, Centracs ATMS is the proprietary software designed to interface with the Econolite traffic signal controller for remote monitoring, programming changes, and traffic responsive/adaptive algorithm capability; and,

 

WHEREAS, Traffic Control Corporation (TCC) is the sole authorized distributor of Econolite/Centracs in this market area, and the City Traffic desires to update the existing Software Maintenance Agreement (SMA) for two service periods covering 2019 and 2020 for a purchase amount of $27,500 per period for a total of $55,000; and,

 

WHEREAS, under MGO 4.26(4), a contract of more than $50,000 that was not competitively selected must be approved by the Common Council and must meet one of the exceptions to competitive bidding in MGO 4.26(4)(a); and,

 

WHEREAS, for the reasons explained above, TCC is the only vendor that can provide the specific product needed for the purpose of updating the existing SMA for the ATMS used to actively manage traffic control signals within the City of Madison and other communities within the MPO, thereby meeting the exception of MGO 4.26(4)(a)1, “The service required is available from only one person or firm”,

 

NOW THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to execute a sole source contract for the purchase of an updated Centracs SMA for the purposes and for the pricing described above.
