Fiscal Note

The proposed resolution accepts the Community Development Division’s (CDD) proposed policy paper for Older Adult Services as the foundation for conducting a Request for Proposals (RFP) process to solicit program proposals from organizations that offer programming for older adults. It also directs CDD to conduct an RFP process for older adult services and to bring funding allocation recommendations to the Council at the conclusion of the process, for Council approval, prior to awarding contracts. The process referenced above will allocate funds to selected agencies for use beginning in 2021, subject to Council approval in the City’s 2021 Operating Budget.

 

Current contracts for these services are scheduled to expire December 31, 2020. Contracts authorized under this RFP will take effect on January 1, 2021.

 

The level of funding to be allocated under the proposed RFP process is equal to that authorized for older adult services in the City’s 2020 Operating Budget (up to $779,570) and includes dollars authorized to support services for Southeast Asian elders. However, award amounts will be contingent upon the Common Council authorizing sufficient funding  in the City’s 2021 Operating Budget. CDD anticipates that the new contracts will continue for 4 years, contingent upon funding availability and agency performance.

PREAMBLE

 

WHEREAS, the Community Development Division, in consultation with the Committee on Aging, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of City-administered resources budgeted for ensuring the quality and availability of older adult services in Madison; and

 

WHEREAS, the direct provision of services to older adults including a system of high quality case management and senior activities programming plays an important role in helping many Madison residents age successfully; and

 

WHEREAS, the City of Madison currently contracts with a group of agencies (NewBridge of Madison, Retired Senior Volunteer Program, Outreach, Hmong Institute Hmoob Kaj Siab House, and Freedom Inc., South East Asian Healing Center) to provide a range of services supporting older adults in our community under contracts that are set to expire on December 31, 2020; and

 

WHEREAS, the City’s Committee on Aging has placed a priority on serving older adults who face high barriers to accessing quality services and has further indicated a preference for focusing support on Madison residents with incomes at or below 240% of the Federal Poverty Level, are aged 60 and older and who are people of color and/or identify as LGBTQ+; and,

 

WHEREAS, CDD staff, drawing on the priorities set forth by the Committee on Aging, and other input from community partners that serve older adults in the Madison area, prepared a policy paper around older adult programming which addresses the City’s goals and expectations with respect to serving older adults, particularly those with high barriers to accessing quality programming; and

 

WHEREAS, the content of this policy paper, if approved by the Common Council, will serve as the foundation for an RFP document to solicit proposals from local service organizations seeking City funding to support older adult-focused programs and activities.

 

NOW, THEREFORE BE IT RESOLVED, that the Common Council approves the Older Adult Services policy paper prepared by the CDD and directs CDD staff to conduct an RFP process to allocate City funds authorized for older adult services; and,

 

BE IT FURTHER RESOLVED, that the Council directs CDD to formulate funding allocation recommendations, to be presented to the Common Council for its approval, for use beginning in 2021.
