Fiscal Note

The proposed resolution authorizes a $10,000 disbursement from the Cooperative Enterprise Development capital program to RMS Global Care. The current available budget authority for the Cooperative Enterprise Development capital program in Economic Development’s capital budget is approximately $295,000. No additional City appropriation is required.

Resolution approving up to $10,000 in cooperative in development funds for RMS Global Care.

Body

WHEREAS, the Common Council approved (Enactment #RES-19-00099 2/5/2019) a Scope of Services for 63% of the total funding for the technical assistance part of the Cooperative Enterprise Development Program that includes funds to be used for cooperatives in development with the condition these funds be approved by Council for distribution; and

 

WHEREAS, RMS Global Care is a developing home healthcare business that is in its business planning stage and adding services to train and support family members to do home healthcare for their love ones as paid employees and is creating a business plan that will explore the benfits and draw backs to cooperative and collective models for this type of service;

 

WHEREAS, Executive Board and staff of the Madison Cooperative Development Coalition recognize home health care as an industry with predicted growth and opportunity for worker cooperatives and will be working with start-up businesses in the industry and will work with these businesses as they explore to cooperative model to support living wage, economic equity and increased asset ownership in communities of color. Information discovered in the planning stage, if not directly proprietary, will be shared in an open source format to allow other groups to benefit from the research as to the benefits and hurdles of worker ownership.

 

NOW THEREFORE BE IT RESOLVED the Economic Development Division staff is authorized to approve up to $10,000 of cooperative in development funds to RMS Global Care.

 

BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to execute said contracts and are authorized to execute, deliver, accept and record any and all documents and take such other actions as shall be necessary or desirable to accomplish the purpose of this resolution in a form approved by the City Attorney.
