I hereby submit, for your consideration and approval, the following resident committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
MADISON’S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD
University of Wisconsin-Madison recommendation:
*NANCY HOFFMAN, Sun Prairie - appoint to the remainder of a three-year term to the position of UW-Madison Representative succeeding Ben Miller.
TERM EXPIRES: 1-18-2021
Rationale: Ms. Hoffman serves as the director of campus and visitor relations. In this role, she works with university leadership, campus and community partners, including BID staff, to provide programs and services, including campus tours, visits and outreach events.
LANDLORD AND TENANT ISSUES COMMITTEE
MOLLY WELLS (13th A.D.) - appoint to the remainder of a three-year term to the position of Tenant Organization Representative. Ms. Wells is a housing case manager at the Tenant Resource Center. She succeeds Megan D. Osowski.

SOLID WASTE ADVISORY COMMITTEE
Committee on the Environment recommendation:
ELIZABETH A. BOOKLAND (20th A.D.) - reappoint to a one-year term to the position of Committee on the Environment Representative. First appointed 9-25-2018.

VENDING OVERSIGHT COMMITTEE
COLIN R. BARUSHOK (4th A.D.) - appoint to the remainder of a three-year term to the position of Alternate Member. Mr. Barushok is a messenger with the Wisconsin State Senate Sergeant At Arms. He previously served on a Kenosha County committee that approved conditional use permits and served as the chair of the Student Services Finances Committee while at the University of Wisconsin-Madison. Mr. Barushok succeeds Saran Ouk.

ZONING BOARD OF APPEALS
DAVID P. WAUGH (2nd A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident. Mr. Waugh is a hotelier, owning & operating the Mendota Lake House Inn and the Canterbury Inn. He is a former development chair of the Tenney Lapham Neighborhood Association. Mr. Waugh succeeds Dina M. Corigliano.
