Fiscal Note

The proposed resolution authorizes the acceptance of a $25,000 Wisconsin Department of Transportation - Bureau of Transportation Safety grant and amends the 2019 Police Operating Budget to reflect the grant funding. The grant supports enhanced enforcement to locations with a history of pedestrian and bicycle related violations and/or crashes. City matching funds of 25% are met through straight time deployments of the department’s regular traffic safety enforcement teams.

Amending the Police Department’s 2019 Operating Budget and authorizing the Chief of Police to accept a public safety grant from the Wisconsin Department of Transportation for a Pedestrian and Bicycle Safety Task Force  for $25,000

 

Body

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and,

 

WHEREAS, this year WI DOT-BOTS has offered the Madison Police Department a total of $25,000 for a pedestrian and bicycle safety enforcement grant; and,

 

WHEREAS, WI DOT-BOTS now requires that all their grant-funded activities be carried out by collaborating agencies (a “task force”) and has designated the Dane County Sheriff’s Office as our collaborating agency; and,

 

WHEREAS, this initiative will enable safer conditions for pedestrians and bicyclists in an effort to decrease the number of pedestrian and bicycle crashes, deaths, and injury by enhanced enforcement to locations with a history of pedestrian and bicycle related violations and/or crashes; and,

 

WHEREAS, the grant funds enable the Police Department’s Traffic and Specialized Services Section and the Dane County Sheriff’s Office to deploy officers for enhanced enforcement of pedestrian and bicycle laws and coordinate additional traffic enforcement activities that would otherwise not be provided; and,

 

WHEREAS, required matching funds of 25% are met through City and County straight time deployments of the two department’s regular traffic safety enforcement teams.

 

NOW THEREFORE BE IT RESOLVED that the Chief of Police is authorized to accept this public safety grants totaling $25,000 from the Wisconsin Department of Transportation, Bureau of Transportation Safety.

 

BE IT FURTHER RESOLVED, that the Police Department’s 2019 Operating Budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from WDOJ-BOTS.

 

BE IT FINALLY RESOLVED that the Finance Director and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
