Fiscal Note

The proposed Resolution amends the 2019 Adopted Operating Budget for the Community Development Division (CDD) to reflect the actual grant award amounts for the Continuum of Care grant program. The EHH grant award combines the State of Wisconsin Housing Assistance Program (HAP), Homeless Prevention Program (HPP), and Emergency Solutions Grant (ESG). The 2019 Adopted Budget anticipated $610,001 from these grants; the actual grant award (including supplemental 2018-2019 funds) is $639,750. Under the proposed amendment, CDD's 2019 Adopted Budget will be increased as follows:

                     Revenue: +$29,749

                     Salaries: +$7,985

                     Purchased Services: +$21,764

 

This Resolution also authorizes the Mayor and City Clerk to execute agreements with nonprofit agencies, specified below and in the attachment, to provide services using these EHH funds.

BACKGROUND

 

The City of Madison works closely with Dane County CoC member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of the State of Wisconsin EHH grant (EHH) on behalf of the Dane County CoC. EHH funds combine the HUD Emergency Solutions Grant (ESG), State of Wisconsin Homeless Prevention Program (HPP) and Housing Assistance Program (HAP), and support the following eligible activities: emergency shelter, street outreach, homeless prevention, rapid re-housing program, other housing programs, Homeless Management Information System (HMIS), and administration. The State Department of Administration's Division of Energy, Housing and Community Resources ("the State") annually distributes available funds among four Wisconsin Continua of Care (CoC): Dane, Milwaukee, Racine, and Balance of State CoCs. Funding allocations among the CoCs are determined based on a formula that considers various factors including Point in Time counts, poverty and unemployment rates, and system performance.

 

The Dane County CoC was awarded a total of $603,960 in EHH funds for the 2019-2020 grant cycle, along with an additional $35,790 in supplemental 2018-2019 funding. Following the notice of award, the City will enter into contracts with the nonprofit agencies identified below to provide the activities indicated.

 

Supplemental 2018-2019 EHH funds ($35,790)

(covers the period from July 1, 2018 through September 30, 2019)

 

                     Institute for Community Alliances, Inc. - Up to an additional $8,000 (ESG) for HMIS Lead Agency services, including Wisconsin ServicePoint (WISP) training and support.

 

                     Porchlight, Inc. - Up to an additional $7,835 (ESG) for Men's Drop-In Shelter Operations.

 

                     The Salvation Army Dane County - Up to an additional $10,684 (ESG) for Single Women Rapid Rehousing rent assistance and case management; and up to an additional $1,781 (ESG) for Medical Shelter Vouchers.

 

                     The City's Community Development Division will continue to administer the above contracts and will retain up to an additional $7,490 of the ESG funds for administration costs associated with contract management.

 

2019-2020 EHH funds ($603,960)

(covers the period from July 1, 2019 through September 30, 2020)

 

                     Briarpatch Youth Services, Inc. - Up to $25,000 (ESG) for Youth Street Outreach to provide outreach and supportive services for homeless youth; and up to $22,500 (HAP) for the Transitional Living Program, which provides supportive services for homeless youth between 18-21 years of age.

 

                     Catholic Charities - Up to $40,000 (ESG) for a Rapid Resolution pilot program at The Beacon.

 

                     Institute for Community Alliances, Inc. - Up to $5,700 (ESG) for HMIS Lead Agency services, including Wisconsin ServicePoint (WISP) training and support.

 

                     Porchlight, Inc. - Up to $25,000 (ESG) to provide case management services to guests at the Men’s Drop-In Shelter.

 

                     The Road Home Dane County, Inc. - Up to $15,000 (HAP) to provide case management services to formerly homeless families living at The Breese Apartments.

 

                     The Salvation Army Dane County - Up to $25,000 (ESG) for Family Shelter to provide case management for homeless family shelter guests; up to $25,000 (ESG) for Single Women’s Shelter to provide case management for homeless single women shelter guests; up to $70,000 (ESG) for Rapid Rehousing case management and rent subsidies for homeless families; up to $75,790 ($24,462 ESG plus $51,328 HPP) for Rapid Rehousing case management and rent subsidies for homeless single women; and up to $10,000 (ESG) to provide motel vouchers for homeless persons with medical needs that cannot be accommodated in traditional shelter.

 

                     Tenant Resource Center, Inc. - Up to $12,000 (ESG) for Housing Mediation Services at the Small Claims Court; up to $124,627 ($67,555 ESG plus $57,072 HPP) for Eviction Prevention Clinic to provide direct rental assistance and housing relocation and stabilization services to prevent homelessness; and up to $105,183 ($45,183 ESG plus $47,500 HPP plus $12,500 HAP) for Rapid Rehousing case management and rent subsidies for homeless single adults.

 

                     YWCA of Madison, Inc. - Up to $10,000 (ESG) for Family Shelter operations.

 

                     The City's Community Development Division will administer the above contracts and will retain up to $13,160 of the ESG funds for administration costs associated with contract management.

 

 

ACTION

 

WHEREAS, the Common Council has adopted the 2015-2019 City of Madison Consolidated Plan which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, City Community Development Division staff has worked collaboratively with the Dane County CoC to assess community needs and develop a list of projects for submission to the State for EHH funds on behalf of the CoC; and,

 

WHEREAS, the Dane County CoC Board of Directors, which is charged with determining the content of the CoC’s EHH application, approved the slate of projects listed above at its March 15, 2019 meeting;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council, upon receipt of a final notice of award by the State, hereby authorizes the Mayor and City Clerk to execute agreements with the State and accept the EHH awards described above; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into contracts with the specific nonprofit agencies listed herein to provide the specified housing and services for people experiencing homelessness and those at risk of becoming homeless; and,

 

BE IT FINALLY RESOLVED, that the 2019 Adopted Operating Budget is amended to accept $630,750 from the State of Wisconsin Department of Administration and to appropriate the additional revenue in the Community Development Division - Affordable Housing revenues, salaries, and purchased services budget.
