The proposed resolution authorizes an amendment to the existing contract with Stantec Architecture, Inc. for additional architecture design services for the Fleet Service Facility at Nakoosa Trail. The project budget for the Nakoosa Trail Fleet Facility design and construction contains existing budget authority for the estimated $25,000 additional expense to this service contract. Funding is provided by GO Borrowing.

Authorizing an amendment to the contract between the City of Madison and Stantec Architecture, Inc. in the amount of $24,449 for additional architectural and engineering design services for the Fleet Services Nakoosa Trail Fleet/Fire/Radio Shop Facility project.(15th AD)
Body
WHEREAS the parties, the City of Madison (“City”) and Stantec Architecture, Inc. (“Architect” or “Contractor”) entered into a contract for the purchase of architectural and engineering design services for the Nakoosa Trail Fleet/Fire/Radio Shop Facility project on February 26, 2016; and,
WHEREAS the amendment is the continuing development and preparation of architectural and engineering design, plans and specifications, preparation of bid documents, assistance in the bid process and construction administration services for the design and construction of the Nakoosa Trail Fleet/Fire/Radio Shop Facility located at 4151 Nakoosa Trail; and,
WHEREAS the construction cost estimating consultant, Middleton Consulting, recommended a variety of value engineering design modifications to the plans and specifications to reduce the estimated cost of construction for this project; and,
WHEREAS these value engineering design modifications reduced the overall estimated construction cost; and,
WHEREAS value engineering design modifications included items such as changing to fibermesh concrete slabs in lieu of rebar, changing the uniform lockers to owner furnished, changing the radiant hot water piping from below-slab to in-slab piping, change concrete sealer from light reflective to a standard sealer, revise site fencing heights to 6 feet, simplify and reduce costs of light fixture types, change security cameras to be owner furnished, change metal soffits to drywall soffits, delete welded wire fabric in the heated slabs, delete vapor barrier under the heated slab areas, delete CNG sensors and CNG exhaust-air fans in the heavy duty bays, change the cold storage building and solar PV as alternate bid items, change various equipment items such as vehicle lifts and fluid tanks to owner furnished, and similar items during construction documents phase; and,
WHEREAS additional professional design services shall include civil, landscaping, architectural, structural, HVAC, plumbing, electrical power & lighting, fire protection, technology, and other disciplines as required; and,
WHEREAS the 2019 Capital Budget includes funding in account number 10305-41-140 for architectural and engineering design services, an Architect consultant must be hired to design these additional services; and,
NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and the City Clerk to execute contract Amendment No. 2 to Contract No. 7147A between the City of Madison and Stantec Architecture, Inc. to authorized the additional work as described above and payment in the amount not to exceed $24,449.
