Fiscal Note

The proposed resolution authorizes the 2019 awards for the Emerging Opportunities Program (EOP). The 2019 Adopted Operating Budget includes $150,000 for the continuation of the program that began in 2013. Through the RFP process, CDD received 20 applications totaling $334,744. The proposed awards provide grants to 10 organizations with a median grant award of $14,700.

SUBSTITUTE: Approving the provision of up to $150,000 in 2019 Emerging Opportunities Program (EOP) funds to specified organizations and authorizing the Mayor and the City Clerk to enter into agreements with those organizations to implement the designated projects.

Body

WHEREAS, the City’s adopted 2019 Operating Budget included $150,000 in the Community Development Division budget for program expenditures for EOP-funded Community Agency Contracts; and

WHEREAS, the CD Division issued a 2019 Request for Proposals solicitation with an application due date of October 16, 2018 that specifically highlighted positive youth development programs and also invited proposals that would address organizational development needs; and,

WHEREAS, the Division received 20 proposals in response to the RFP making requests totaling $334,744; and

WHEREAS, the Community Development Division Conference Committee reviewed the 20 proposals and, at its meeting on December 3, 2018, developed the following recommended allocation plan to utilize EOP funds:

                     Center for Resilient Cities Inc. as fiscal agent for Kipp’s Cuisine: up to $11,416 for “Creative Cooking with Chef Kipp” program that will expose low and moderate income youth on the south side of Madison to the knowledge and skills needed to work in the food industry. Program participants will also be introduced to basic gardening skills taught by the Badger Rock Farmer-in-Residence.

                     Nehemiah Community Development LLC as a fiscal agent for Families Overcoming Struggles to Encourage Restoration (FOSTER): up to $10,332 for FOSTER to serve formerly incarcerated women.  The project seeks to build up skills to help prevent homelessness, improve employment prospects, and work on effective parenting skills. 

                     Sherman Avenue United Methodist Church  Madison Northside Planning Council Inc. as a fiscal agent for Safe Bodies, Strong Voices: up to $13,940 to provide empowerment and engagement to young women through training in self-defense and self-expression. Adolescent girls of diverse backgrounds and circumstances will come together and build community while gaining skills in leadership, safety, and effective expression.

The Hmong Institute Inc.: up to $15,600 for Kuv Ua Tau - I Can Do It (KUT) is a youth led comprehensive, high-quality, culturally competent out-of-school time program that supports positive youth leadership, development, educational achievement, and family strengthening through culturally responsive learning (CRL) pedagogy.

Allied Wellness Center Inc. as a fiscal agent for Grandparents Raising Our Children’s Children: up to $8,000 for support groups, outreach, and resources to grandparents raising their grandchildren in the Allied area.

                     Madison-area Urban Ministry Inc. as a fiscal agent for Allied Dunn’s Marsh Neighborhood Association: up to $17,810 to increase capacity and sustainability of Allied-Dunn's Marsh Neighborhood organizations through trainings and resource center.

                     Maydm, Inc.: Up to $17,500 to enhance organizational capacity by hiring a Development Manager to advance programming, grow Maydm’s presence in the community, provide strategic donor engagement, coordinate fundraising, and facilitate campaigns.                                          

                     Centro Hispano, Inc.: up to $20,000 for the [Re]Generacion program which looks to partner with youth as equitable partners, alongside full-time youth and adult agency staff, in the implementation of Centro's strategic priorities over the next year.

Irwin A and Robert D Goodman Community Center Inc.: in partnership with the Bridge Lakepoint Waunona Community Center and Lussier Community Education Center, will receive up to $13,000 to work  with MMSD to offer a 9th grade transition and employment training program to students which will result in promotion to 9th grade, 40-80 hours job training and experience, and between .25 and .50 credits earned when they enter high school in the fall. 

UNIDOS Against Domestic Violence Inc.: up to $22,402 in one-time organizational capacity funding to help the organization expand its financial base, stabilize its management of existing grant funds, and further unrestricted fund development.                                                                 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Emerging Opportunities Program funding allocations for 2019 detailed above, as recommended by the Community Development Division Conference Committee; and,

 

BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and the City Clerk to execute agreements with the above listed organizations (or their fiscal agent,if specified above) for the described activities and with the funding amounts shown above.
