Fiscal Note

The proposed resolution allows the Madison Police Department (MPD) to accept donations (monetary and in-kind) for various police initiatives and to spend those funds on the initiatives. There is no impact on the levy by accepting and utilizing these donations.

Title

Authorizing the Madison Police Department to accept donations for Canine, Mounted, Community Outreach (including youth programming), Honor Guard, Training Center and other police initiatives, to utilize those donated services, goods or funds for such efforts, and to report such donations to the City Finance Committee annually.

Body

WHEREAS, the Madison Police Department (MPD) constantly strives to engage the community and build trust with residents through partnerships, relationship building, community meetings and hundreds of daily contacts; and,

 

WHEREAS, the results of these ongoing endeavors can result in donated services and goods, and contributions from partners seeking to improve public safety in our community; and,

 

WHEREAS, the annual Police Operating Budget includes revenue from contributions; and,

 

WHEREAS, from time to time, individuals, corporations and organizations wish to make donations for specific law enforcement purposes, such as the MPD Canine, Mounted, Community Outreach (including youth programming), Honor Guard and Training Center units and sections, and other law enforcement initiatives; and,

 

WHEREAS, under MGO 4.29, Affiliated Organizations and others may raise and contribute funds specifically for such MPD initiatives.

 

NOW THEREFORE BE IT RESOLVED, that the Madison Police Department is authorized to accept funds and in-kind donations for Canine, Mounted, Community Outreach (including youth programming), Honor Guard, Training Center and other law enforcement initiatives.

 

BE IT FURTHER RESOLVED, that in-kind donations and funds collected through these sources will be utilized for Canine, Mounted, Community Outreach (including youth programming), Honor Guard, Training Center and other law enforcement purposes.

 

BE IT FURTHER RESOLVED, that this resolution shall remain in effect for each year in the future unless modified or rescinded by the Common Council, and the MPD shall continue its annual report of donations received as set forth in this resolution.

 

BE IT FINALLY RESOLVED, that the Department will report to the City Finance Committee on or before March 31 each year on the amount and types of gifts received the previous year.

 

BE IT FINALLY RESOLVED, that any funds not spent in the year received shall be carried forward for future purposes as specified by the donor and shall be reflected in the Department budget.
