Amending Section 28.022 - 00117 of the Madison General Ordinances to amend the Campus-Institutional (CI) District Master Plan for Edgewood College, Edgewood High School and Edgewood Campus School, generally addressed as 2219 Monroe Street and 829-1000 Edgewood College Drive, 13th Aldermanic District, to allow expanded use of the Edgewood High School athletic field and to allow future construction of a stadium for the athletic field.

DRAFTER'S ANALYSIS: In 2014, Edgewood College, Edgewood High School and Edgewood Campus School received Common Council approval of a Campus-Institutional (CI) zoning district campus master plan to guide the future growth of the "Edgewood Campus". The approved master plan identified the athletic field in the northwestern corner of the campus adjacent to the corner of Monroe and Woodrow Streets as an existing field to be used for Edgewood High School “team practices and physical education classes” and did not specifically reference use of the field for athletic events (games) and non-Edgewood High School-related uses. The amended master plan requests to clarify that athletic events are an allowed use of the field.
The applicant is also seeking approval to construct an enlarged and more substantial stadium for the athletic field, which would include 1,000 seats, concessions, storage rooms, restrooms, and team rooms. The proposed stadium would include lighting for night games and a public address system. The proposed facility would replace a 450-seat bleacher on the east side of the field.

The Common Council of the City of Madison do hereby ordain as follows:
WHEREAS, Campus-Institutional (CI) District was established to recognize the City's major educational and medical institutions as important activity centers and traffic generators, accommodate the growth and development needs of these institutions, and coordinate the master plans of these institutions with the City's plans, policies and zoning standards; and
WHEREAS, Section 28.097(2) of the Zoning Code requires that any Campus Institutional District created after January 2, 2013 submit a Campus Master Plan, which shall be approved as part of a map amendment, and in the absence of said Plan, individual development proposals and changes that exceed 4,000 square feet in gross floor area within any 5-year period shall require conditional use approval; and
WHEREAS, Edgewood College, Edgewood High School and Edgewood Campus School submitted a Campus Master Plan to provide a regulatory framework for the combined Edgewood Campus and guide its future growth in coming years for a 56.3-acre property bounded by Monroe Street, Edgewood Avenue, Lake Wingra and Woodrow Street; and
WHEREAS, the Common Council adopted Ordinance 14-00082 (ID 33434) on April 8, 2014 creating Section 28.022-00117 of the Madison General Ordinances to adopt the Edgewood Campus Master Plan as an integral part of the Zoning Code following a recommendation by the Plan Commission on March 24, 2014, said approved master plan to expire on November 6, 2025 consistent with MGO Section 28.097(2)(b); and
WHEREAS the Common Council adopted Ordinance 14-00082 (ID 33434) on April 8, 2014 creating Section 28.022-00117 of the Madison General Ordinances to adopt the Edgewood Campus Master Plan as an integral part of the Zoning Code following a recommendation by the Plan Commission on March 24, 2014, said approved master plan to expire on November 6, 2025 consistent with MGO Section 28.097(2)(b); and
WHEREAS, Section 3.8, “Open Space Plan” of the adopted Edgewood Campus Master Plan identified the athletic field in the northwestern corner of the campus adjacent to the corner of Monroe and Woodrow Streets as an existing field to be used for Edgewood High School “team practices and physical education classes”; and
WHEREAS, Edgewood High School submitted a request to amend the Edgewood Campus Master Plan on November 14, 2018 to clarify that athletic events are an allowed use of the athletic field; and
WHEREAS, Edgewood High School is also seeking approval within the Master Plan to allow construction of an enlarged and more substantial stadium for the athletic field to include 1,000 seats, concessions, storage rooms, restrooms, and team rooms, with lighting for night games and a public address system; and
WHEREAS, MGO Section 28.097(10) stipulates that no alteration of an approved Campus Master Plan, including changes to the proposed use of identified open space areas and other open space uses, shall be permitted unless approved by the Plan Commission; if the change or addition to the Campus Master Plan constitutes a substantial alteration of the original plan, a major alteration approved by the Common Council is required; and
BE IT THEREFORE ORDAINED by the Common Council of the City of Madison as follows:
1. “Map Amendment 00117 of Section 28.022 of the Madison General Ordinances is hereby amended to adopt the “Goodman Athletic Complex Master Plan Addendum to the Edgewood Campus” Campus-Institutional District Master Plan. Said addendum is attached to this ordinance file.”
