The proposed resolution authorizes an amendment to the existing contract #7833 with MSA Professional Services for additional study and design activities for the Hawks Landing Hydrology Study project. The estimated cost to amend the contract for additional services is $56,050. The total contract amount after adoption of this proposed amendment would be $114,950. Stormwater Reserves funding will fund the cost of the proposed contract amendment via existing appropriation in the Stormwater Utility's Citywide Flood Mitigation program budget.

Title
Authorizing the Mayor and the City Clerk to execute an amendment to the non-competitive service contract with MSA Professional Services to provide survey and design services to mitigate flooding issues at the Hawks Landing Golf Course and surrounding neighborhood. (1st AD)
Body
WHEREAS, The City of Madison has previously issued a Purchase Order to MSA Professional Services for survey of the Hawks Landing West Ponds, a hydrologic study of the part of Hawks Landing that drains to Lower Badger Mill Creek watershed, and an alternatives analysis and preliminary design of a system to mitigate flooding at the corner of Hidden Hill Dr and Shadow Wood Dr in Hawks Landing; and
WHEREAS, Further engineering work is necessary to develop formal engineering plans and specifications for the selected engineering alternative; and
WHEREAS, City Engineering has identified additional drainage problems on the west side of Hawks Landing; and
WHEREAS, Mitigation of these additional drainage problems will require survey, development of alternatives analyses, and development of engineering plans for the selected alternatives; and
WHEREAS, MSA Professional Services has worked with City Engineering previously on flood mitigation, including surveying and design work, at the Hawks Landing development; and
WHEREAS, MGO 4.26 requires Common Council approval of service contracts exceeding $25,000 if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to execute an amendment to the contract with MSA Professional Services for the above described services per the fiscal note.
