Fiscal Note

No City appropriation is required with the acceptance of the Madison Fiber-to-the-Premises Implementation Plan and recommendations of the Digital Technology Committee. Funding for any projects related to this plan and recommendations will be included in future operating and capital budgets subject to Common Council approval.

Title

Accepting the Madison Fiber-to-the-Premises Implementation Plan and recommendations of the Digital Technology Committee.

Body

WHEREAS, the Digital Technology Committee (DTC) was tasked with determining an implementation plan for the deployment of a citywide, ultra-high-speed, fiber-based broadband network; and

 

WHEREAS, the City engaged CTC Technology and Energy to develop an Implementation plan that includes:

 

                     a “Dark FTTP partnership” model as described in the report;

                     compliance with Wisconsin State Statute 66.0422;

                     recommendation to fund the City’s portion of the project;

                     identification of interested public and private partners; and

 

WHEREAS, the DTC has reviewed and accepted the Implementation plan submitted by CTC Technology and Energy; and

 

WHEREAS, DTC has determined the amount of borrowing and assessments necessary to develop a citywide FTTP plan is not currently feasible; and

 

WHEREAS, previous expectations of potential federal support are no longer tenable, as any remaining state or federal funding for broadband projects is now targeted to rural areas.

 

NOW, THEREFORE, BE IT RESOLVED, that the Digital Technology Committee recommends that the Fiber-to-the-Premises Plan not be pursued at this time for financial reasons; and

 

BE IT FURTHER RESOLVED, that the Digital Technology Committee recommends the exploration of smaller, more targeted approaches as described in Sections 5.2 and 5.3 of the Fiber-to-the-Premises Implementation Plan.
