The proposed resolution authorizes the agreement for design engineering services for Troy Drive Underpass and Old Middleton Road Underpass a total estimated cost of $116,600. Funding is provided by GO Borrowing authorized in the adopted 2018 capital budget for Engineering Bicycle-Pedestrian's Bikeways Program.

PREAMBLE
City of Madison Engineering Division is proposing a new pedestrian & bicycle underpass along the north side of Troy Drive under the Wisconsin & Southern Railroad crossing. City of Madison Engineering Division is also proposing a new pedestrian & bicycle underpass along the north side of Old Middleton Road under the Wisconsin & Southern Railroad crossing. Engineering Division plans to apply for federal funds from the Wisconsin Department of Transportation (WisDOT) Transportation Alternatives Program (TAP) to assist with construction funding for both underpass projects.
Construction is tentatively scheduled for 2024 (Troy Drive) and 2025 (Old Middleton Road).
The City Engineer has advertised for consultant design services. The consultant’s services will include the completion of Preliminary Plans and the Environmental Report, and Final Plans & Specifications.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to Bloom Companies, LLC.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with Bloom Companies, LLC. for design engineering services for Troy Drive Underpass and Old Middleton Road Underpass.
