Declaration of a Public Works Emergency for the repair of public infrastructure damaged by the storms on August 20, 2018 and the emergency preparations and repair of public infrastructure damaged by the ongoing high water and flooding that resulted from the aftermath of the storm and the continuing precipitation.       

Body

On the late afternoon of August 20, 2018, the City Madison was hit with a storm that dumped up to 11 inches of rain in parts of Madison, with the heaviest participation occurring in the west side of the City.  The rain event caused significant flooding where precipitation amounts were heaviest.  The rain on August 20, 2018 came at a time when the Madison lakes were already high from a wet spring and summer.  In the weeks following August 20, 2018 rain continued to fall in the Madison area.  The result is that Lake Monona and its tributaries reached historic levels far in excess of the 100 year flood elevation.  The flooding on August 20, 2018 along with the continued storms have caused high water in our lakes and rivers that have led to damage to public infrastructure or have required the City to take prompt actions to protect the public and the public infrastructure from harm or damage.  The result is the need to make emergency repairs to roads, bike paths, drainage facilities, sanitary sewers and other public infrastructure in order to protect the health, safety and welfare of the public.   

 

NOW THEREFORE BE IT HEREBY RESOLVED by the Board of Public Works that, in accordance with the emergency provisions of Wis. Stat. Sec. 62.15(1b), because of the damage or threatened damage caused by the August 20, 2018 storms and resulting flooding, the public health or welfare of the city is endangered and the emergency repair and reconstruction of public facilities is necessary.  Based upon this declaration of a public works emergency, the City Engineer intends to expedite the contracting process and obtain design and/or construction services without the need to follow the standard public works contracting process for necessary emergency repairs.    Contracts shall be authorized pursuant to Madison General Ordinances Sec. 4.26(4)(c), or as otherwise authorized by Ordinance or the Common Council.
