Fiscal Note

The proposed resolution authorizes an amendment to the existing contract for Breese Stevens Facility Master Plan and Concession Building Addition. The Parks Division 2018 Capital Budget includes $2,425,000 funded by GO Borrowing ($1,100,000), Impact Fees ($1,225,000) and Private Contributions ($100,000) for Breese Stevens Improvements (MUNIS project 17157). The current contract amount is $205,747. Additional cost to the City of Madison is not to exceed a total of $94,035. Sufficient budget authority exists in the Breese Stevens Improvement project to fund the proposed resolution.

Authorizing the Mayor and City Clerk to execute Amendment No. 2 for additional consulting services to the Contract for Professional Services with Isthmus Architecture, Inc. for Breese Stevens Facility Master Plan and Concession Building Addition.  (2nd  AD)

Body

WHEREAS, The City of Madison has previously entered into a contract for Professional Services with Isthmus Architecture, Inc. to provide additional limited professional architectural and engineering design services for the Breese Stevens Facility Master Plan and Concession Building Addition, per Resolution RES-16-00767, File No. 44499; and

 

WHEREAS, Isthmus Architecture, Inc. has completed Phase 1 of the Facility Plan included in the original contract for the City of Madison; and 

 

WHEREAS, as a result of the Phase I Facility Plan analysis, the Parks Division seeks to include additional facility improvements based on the findings; and

 

WHEREAS, Contract Amendment No. 1 was approved per Resolution RES-17-00837 for additional design work not previously contemplated in the original contract scope of services in the amount of $34,947; and

 

WHEREAS, a budget amendment was approved per Resolution RES-18-00397 to add $1.3 million to the project to move forward with additional planned improvements to provide additional seating capacity, an improved public address sound system, locker room, and field amenities; and

 

WHEREAS, Isthmus Architecture, Inc. proposed a contract amendment price of $94,035.00 for additional design work not previously contemplated in the original contract scope of services for the Phase 1 of the Breese Stevens Facility Master Plan and Concession Building Addition for these additional amenities; and

 

WHEREAS, under MGO 4.26(3) service contracts of more than three years in duration and more than $50,000 per year require approval of the Common Council; and

 

WHEREAS, for the reasons stated in the attached Noncompetitive Selection Request Form, the proposed contract amendment with Isthmus Architecture, Inc. meets the exception to the bidding process in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”; and

 

WHEREAS, Isthmus Architecture, Inc. is qualified to do this work.

 

NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute Amendment No. 2 to the existing Breese Stevens Facility Master Plan and Concession Building Addition agreement with Isthmus Architecture, Inc. to provide additional consulting services, as further detailed in the scope of services.
