Fiscal Note
The proposed resolution approves plan documents for the Portage Road/Eastpark path and bridge project under the Engineering Ped-Bike Bikeways Program (MUNIS 10138) within the adopted 2018 capital budget. The cost of the project is estimated to be $900,000 which will be funded by GO Borrowing.

PREAMBLE
WHEREAS, On June 16, 2015, the City of Madison (The City) passed a resolution (RES-15-00563) approving a Certified Survey Map (CSM) and subdivision contract for the property located at 4103-4119 Portage Road; and
WHEREAS, Said CSM dedicated to the City, a Permanent Limited Easement for the purpose of constructing and maintaining a City owned Multi-Use Path on and across the property; and,
WHEREAS, The Developer’s agreement between the City and the Developer for said CSM further specified that the City shall be responsible for construction and maintenance of the multi-use path across said property; and
WHEREAS, On March 31, 2009, The City passed a resolution (RES-09-00337) approving plans and specifications for public improvements required to serve Phase I of the Subdivision known as Eastlawn and authorizing construction to be undertaken by the Developer; and
WHEREAS, The Developer’s agreement between the City and the Developer for said Eastlawn Subdivision further specified that the Developer shall be responsible for construction of a Multi-Use Path across said Eastlawn Subdivision and the City shall be responsible for construction of a multi-use bridge necessary for the path to cross over a City owned stormwater management parcel within the Eastlawn Plat.
NOW, THEREFORE, BE IT RESOLVED, that the plans and specifications for Portage Road / Eastpark Multi-Use Path and Bridge and the Eastlawn Plat Multi-Use Path Bridge, are hereby approved.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into an agreement with Jewell Associates Engineers, Inc. for design services for the Eastpark Multi-Use Path Bridge and the Eastlawn Plat Multi-Use Path Bridge, and
BE IT FURTHER RESOLVED, that the Board of Public Works be and is hereby authorized to advertise and receive bids for the required public works contract.
