Fiscal Note

The proposed resolution authorizes the 2018 awards for the Emerging Opportunities Program (EOP). The 2018 Adopted Operating Budget includes $150,000 for continuation of the program that began in 2013. Through the RFP process, CDD received 35 applications totaling $514,337. The proposed awards provide grants to 14 organizations with an average grant award of $10,714.

Body

The adopted 2018 Community Development Division (CDD) Operating Budget included $150,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds, as established in RES-13-00574 (Legistar # 30635, 7/22/2013).  

 

WHEREAS, the adopted 2018 CD Division Operating Budget included $150,000 in program expenditures for EOP-funded Community Agency Contracts; and

 

WHEREAS, the CD Division issued a 2018 Request for Proposals solicitation with an application due date of March 5, 2018that specifically highlighted positive youth development programs and invited proposals that would address organizational development; and,

 

WHEREAS, the Division received 35 proposals in response to the RFP making requests totaling $514,337; and

 

WHEREAS, the Community Development Division Conference Committee reviewed the 35 proposals and developed the following recommended allocation plan to utilize EOP funds at its meeting on April 12, 2018:

 

                     Community Coordinated Child Care : up to $15,000 to provide Be Strong Families Parent Café training series for parents to develop leadership skills and connections to the Northside of Madison.

 

                     CEOs of Tomorrow: up to $12,500 for the Summer Entrepreneurship for Social Change program, a summer day camp providing socially responsible business training for 4th-8th graders.

 

Friends of Badger Rock as fiscal agent for The Hmong Institute: up to $7,000 for the Hmong Language and Cultural Enrichment Program to enhance Hmong students’ academic success and college preparedness through learning about their home language and culture.

 

                     Kennedy Heights Neighborhood Association: up to $10,900 for a onetime funding opportunity to bring financial systems and control in house, and provide training for new staff and Board members.

 

                     Center for Resilient Cities as fiscal agent for Kipp’s Cuisine: up to $7,400 for “Creative cooking with Chef Kipp” program which will expose low and moderate income youth in the Southside to knowledge and skills needed to work in the food industry.

 

                     Vera Court Neighborhood Center, Latino Academy of Workforce Development: up to $10,000 onetime funding for organizational capacity to grow LAWD’s educational and employment services to serve lower-income Latinos with limited education and English proficiency.

 

                     Maydm, Inc.: Up to $13,000 for a summer program, specifically outreach to girls of color attending Badger Rock Middle School to learn about the tech field, specifically coding.

 

Meadowood Neighborhood Association: up to $5,400 for promoting healthy practices and educating youth in the Meadowridge Library area about sexual health, wellness, and confidence by a certified community health worker. 

 

                     Allied Wellness Center as fiscal agent for Mothers in the Neighborhood: up to $8,000 to expand a pilot training program for community health workers in the Allied neighborhood.

 

Next Step Ministries: up to $10,000 for an eight-week summer program hosting community nights at Aldo Leopold Park in the Leopold and Arbor Hills Neighborhood in partnership and collaboration with Leopold Community School and Fitchburg library.

 

                     Madison area Urban Ministries as fiscal agent for Renewal After Prison: up to $17,640 curriculum for formerly incarcerated men and women reentering the Madison community wanting to connect or reconnect with family members in a positive way.

 

Tenant Resource Center: up to $12,500 to provide a series of trainings to educate social workers, case managers and others in finding housing for people who are currently homeless or at risk of becoming homeless.

 

                     Wisconsin Youth Symphony Orchestra: up to $8,000 for Music Makers Teen Teachers Program to provide training and employment opportunities for underserved middle and high school music students.

 

                     YWCA: up to $12,660 for homeless after school programming in the Tree Lane area in collaboration with other area providers and schools.                      

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Emerging Opportunities Program funding allocations for 2018 detailed above, as recommended by the Community Development Division Conference Committee; and,

 

 

BE IT FURTHER RESOLVED, that the Common Council authorize the Mayor and the City Clerk to execute agreements with the above listed agencies (or their fiscal agents) for the described activities.
