Fiscal Note

The proposed resolution authorizes the agreement with Focus on Energy for the acceptance of the associated incentive awards. Approximately $48,000 is expected to be received for the Goodman Parks Maintenance Facility, the Engineering Operations Building Addition, and Fire Station 14. When these award funds are received, they will be deposited to the Facilities Management Sustainability Improvements program (MUNIS 10563).

Body

WHEREAS, Focus on Energy is an energy efficiency and renewable resource program funded by the state’s investor-owned energy utilities, under Wis. Stat. § 196.374(2)(a), and participating municipal and electric cooperative utilities.  The program works with eligible Wisconsin residents and businesses to install cost-effective energy efficiency and renewable energy projects.  The program is administered by Shaw Environmental and Infrastructure, Inc. and/or its parent company Chicago Bridge and Iron Company or CB&I (“Program Administrator”) under contract with Statewide Energy Efficiency and Renewable Administration, Inc. (“SEERA”); AND,

 

WHEREAS the City of Madison applied to the second round 2017 Renewable Energy Competitive Incentive Program (RECIP) in October of 2017 for a 59.40 kW PV system at Goodman Parks Maintenance Facility installed in Summer 2018 by the City’s Green Power Solar Installer Training Program; AND

 

WHEREAS the City of Madison applied to the second round 2017 RECIP in October of 2017 for a 77.22 kW PV system at Engineering Operations Building Addition installed Summer 2018 by the City’s Green Power Solar Installer Training Program; AND

 

WHEREAS the City of Madison applied to the second round 2017 RECIP in October of 2017 for a 49.80 kW PV system at Fire Station 14 installed Summer 2018 by the public work project Contractor.

 

 

WHEREAS Focus on Energy awarded the Goodman Parks Maintenance Building Solar Electric Installation an incentive under the second round 2017 RECIP in the amount of approximately $15,000 to be paid after the installation is complete in Fall 2018; AND

 

WHEREAS Focus on Energy awarded the Engineering Operations Building Addition Solar Electric Installation an incentive under the second round 2017 RECIP in the amount of approximately $20,000 to be paid after the installation is complete in Fall 2018; AND

 

WHEREAS Focus on Energy awarded the Fire Station 14 Building Project Solar Electric Installation an incentive under the second round 2017 RECIP in the amount of approximately $13,000 to be paid after the installation is complete in Fall 2018.

 

 

WHEREAS the total incentive amount offered by Focus on Energy is not a guarantee of specific incentive amounts; AND,

 

WHERAS Focus on energy will determine the final incentive amounts after verification of the installations in Fall 2018; AND,

 

WHEREAS to implement this incentive program, Focus on Energy requires the City to sign an Incentive Agreement; AND,

 

NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into an Incentive Agreement with Focus on Energy, the Program Administrator and/or SEERA, in a form to be approved by the City Attorney, for the Goodman Parks Maintenance Building, Engineering Operations Building Addition and Fire Station 14 Solar Electric projects, accepting incentives from Focus on Energy in the amount of approximately $48,000.
