Fiscal Note

The proposed resolution authorizes the execution of a sole source purchase of services contract with LMRL Consulting, LLC, dba Tactical Athlete Health & Performance Institute (TAPHI) for the coordination of health services for injured employees and development of rehabilitation case management. The contract has the potential to be renewed on an annual basis for up to five years for a total cost of $214,312. The 2018 expenditure is $40,360 and is included in the 2018 Worker’s Compensation Fund operating budget (Munis 222021-54645).

 

Title

Authorizing the Mayor and City Clerk to execute a Sole Source purchase of services contract with LMRL Consulting, LLC, dba Tactical Athlete Health & Performance Institute (TAPHI) for the coordination of health services for injured employees and development of rehabilitation case management.

 

Body

The City of Madison values the health and safety of its employees. When employees are injured on the job or off duty this can result in time away from work, increased medical costs, and potential overtime costs to backfill the employee’s position.

 

Tactical Athlete Health & Performance Institute (TAPHI) is a healthcare consultancy that develops programs for fire, police, and public works departments with a goal of injury prevention and recovery. TAHPI’s belief is that employees should be treated like professional athletes, as their health and fitness are critical to the demands of the job. These programs have improved employee’s standard of living and reduced health related costs to the cities where they have been implemented. Currently these programs are in use by the Milwaukee Fire Department, North Shore Fire Department, and City of Wauwatosa.

 

The Risk Management Division in partnership with the Madison Fire Department is seeking a sole source contract with TAPHI to develop an integrated, comprehensive and personalized health and performance program to address injury and rehabilitation as a part of the department’s fitness wellness initiative. The services and programs provided by TAPHI are very unique and to our knowledge are not available from another vendor. Further TAHPI has developed the professional relationships with Sports Medicine physicians, orthopedic specialists and a number of other specialty physicians to offer care to injured employees on an “on-call” basis within 48 hours of contact.

 

WHEREAS, MGO 4.26 requires the Common Council to approve service contracts exceeding $25,000 if the contractor was not selected through a full competitive selection process,

 

WHEREAS, MGO 4.26 also requires a contract for more than three years to be authorized by the Common Council; and this contract has the potential to be renewed on an annual basis for up to five years,

 

NOW, THEREFORE, BE IT RESOLVED, that the Council approves a Sole Source agreement with LMRL Consulting, LLC, dba Tactical Athlete Health & Performance Institute (TAPHI) for a three-year term and the option to extend for two additional one-year terms,

 

BE IT FURTHER RESOLVED, that the Council approves the Mayor and City Clerk to sign the contract documents,

 

BE FINALLY RESOLVED, that the Risk Manager is authorized to sign any extensions of this agreement.
