The proposed resolution authorizes the contract for the survey and design services for flood mitagation at Hawk's Landing Golf Course at a cost not to exceed $75,000. Funding for this work is budgeted within the Stormwater Utility's adopted 2017 capital budget via the Citywide Flood Mitigation program. Funding is provided by GO borrowing.

Body
WHEREAS, The City of Madison has previously issued a Purchase Order to MSA Professional Services for survey of the Hawks Landing West Ponds, a hydrologic study of the part of Hawks Landing that drains to Lower Badger Mill Creek watershed, and an alternatives analysis and preliminary design of a system to mitigate flooding at the corner of Hidden Hill Dr and Shadow Wood Dr in Hawks Landing; and

WHEREAS, Further engineering work is necessary to develop formal engineering plans and specifications for the selected engineering alternative; and

WHEREAS, City Engineering has identified additional drainage problems on the west side of Hawks Landing; and

WHEREAS, Mitigation of these additional drainage problems will require survey, development of alternatives analyses, and development of engineering plans for the selected alternatives; and

WHEREAS, MSA Professional Services has worked with City Engineering previously on flood mitigation, including surveying and design work, at the Hawks Landing development; and

WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate amount of the fee for services exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; and
