Fiscal Note

The proposed resolution amends the 2017 adopted Capital Budget by transferring $45,000 from the 2016 Police Building Improvements project (MUNIS Project 10952) and $5,000 from the 2017 Police Building Improvements project (MUNIS Project 10953) to a new project for the purchase of a used Lenco Bearcat vehicle. There may be some minor expense related with the return of the military vehicle which the Bearcat will replace and with preparing the Bearcat for use. These expenses will be absorbed within the Department’s existing operating budget.

 

Title

Amending the Police Department’s 2017 Capital Budget to transfer $50,000 in GO Borrowing from the Building Improvements capital program to a capital project authorizing the purchase of a used Lenco Bearcat, and increasing the Police Department fleet vehicles by one.

Body

WHEREAS, in 2013 the Madison Police Department acquired a used military Armored Vehicle through the federal Law Enforcement Support Office (LESO); and,

 

WHEREAS, since then, the vehicle has been used as needed to maintain officer and community safety, and has proven itself as a critical piece of equipment; and,

 

WHEREAS, the vehicle is large, cumbersome, and not ideal for urban use; and,

 

WHEREAS, the current vehicle is a military vehicle and is not designed for civilian police use; and,

 

WHEREAS, the vehicle is difficult and costly to maintain and repair; and,

 

WHEREAS, Fleet Services supports replacing the current vehicle with a civilian armored rescue vehicle; and,

 

WHEREAS, the Madison Police Department expects to have an opportunity to acquire a used Lenco Bearcat in 2017 for a total cost of $50,000 (vehicle and equipment); and,

 

WHEREAS, the cost of a new Lenco Bearcat vehicle is more than $250,000; and,

 

WHEREAS, the Lenco Bearcat is the industry standard for police armored vehicles, used by many law enforcement agencies across the country; and,

 

WHEREAS, acquisition of this vehicle will allow the Madison Police Department to discontinue use of the current armored vehicle and return it.

 

NOW THEREFORE BE IT RESOLVED that the Police Department fleet be increased by one.

 

BE IT FURTHER RESOLVED that the 2017 Capital Budget be amended to transfer $45,000 from the 2016 Police Building Improvement project (#10952-31-140) proceeds and $5,000 from the 2017 Police Building Improvement project (#10953-31-140) and to authorize $50,000 for the purchase of a used Lenco Bearcat (#XXXXX-31-150  $40,000; #XXXXX-31-200 $10,000).

 

BE IT FINALLY RESOLVED that as soon as the Lenco Bearcat is operational, the Madison Police Department will discontinue the use of its current military armored vehicle and return it to the federal Defense Logistics Agency - Law Enforcement Support Office (LESO).
