Fiscal Note
The proposed ordinance change will increase Alder salaries by $2,000 annually, taking effect after the 2017 April elections. Alder salaries were last adjusted in the 2015 Adopted Budget when Alders received a $4,920 annual increase, the Council President received a $5,093 annual increase, and the President Pro Tem received a $4,983 annual increase. The 2015 adjustment also called for an increase to begin in April 2017 that would be based on increases provided to managerial employees in 2015 and 2016, which in 2017 equates to 1.5%. The 2017 Executive Budget provided the following salaries for Council members: Council President ($17,162), President Pro Tem ($15,216), and Alders ($14,105). Under the proposed amendment Alder pay will increase by 14% compared to what is authorized in the Executive Budget.
An amendment to the 2017 Executive Operating Budget (Amendment 2) was offered at BOE to increase Alder salaries by $3,000 annually. The amendment failed on a 2-4 vote.

DRAFTER'S ANALYSIS: This ordinance provides for an increase in aldermanic salary of $2,000 per year, effective after the April 2017 election. The funds for this increase must be approved in the 2017 budget or otherwise appropriated.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subdivision (a) entitled “Alderpersons” of Section 3.50 entitled “Salaries of Mayor and Officials” of the Madison General Ordinances is amended to read as follows:
“(a) Alderpersons.
Effective the term that begins April 2118, 20152017, the Alderpersons' salaries, except for that of President and President Pro Tem of the Common Council, shall be $12,69214,692. Effective the term that begins April 1816, 20172019, and thereafter, that amount shall be adjusted by a percentage equal to the resultant percentages calculated two years previously for managerial employees pursuant to Sec. 3.54(9)(c), MGO, rounded to the nearest whole percentage, and shall be effective the second pay period in April of each year of the Aldermanic term.”
2. Subdivision (c) entitled “President of the Common Council” of Section 3.50 entitled “Salaries of Mayor and Officials” of the Madison General Ordinances is amended to read as follows:
“(c) President of the Common Council.
Effective the term that begins April 2118, 20152017, the President's salary shall be $15,44417,444. Effective the term that begins April 1816, 20172019, thereafter, that amount shall be adjusted by a percentage equal to the resultant percentages calculated two years previously for managerial employees pursuant to Sec. 3.54(9)(c), MGO, rounded to the nearest whole percentage, and shall be effective the second pay period in April of each year of the Aldermanic term.”
3. Subdivision (d) entitled “President Pro Tem of the Common Council” of Section 3.50 entitled “Salaries of Mayor and Officials” of the Madison General Ordinances is amended to read as follows:
“(d) President Pro Tem of the Common Council.
Effective the term that begins April 2118, 20152017, the President Pro Tem's salary shall be $13,69215,692. Effective the term that begins April 1816, 20172019, thereafter, that amount shall be adjusted by a percentage equal to the resultant percentages calculated two years previously for managerial employees pursuant to Sec. 3.54(9)(c), MGO, rounded to the nearest whole percentage, and shall be effective the second pay period in April of each year of the Aldermanic term."
