Fiscal Note
The 2016 Adopted Capital Budget (Engineering - Ped/Bike -Page 299) includes $1.0 million for the construction of a Bike Station at the new Government East parking ramp as part of the Judge Doyle project.

This Resolution authorizes the issuance of the Request for Proposals document to solicit an operator for the Madison Bicycle Center.

Staff resources from the Department of Planning & Community & Economic Development, Traffic Engineering, Parking Utility and City Engineering will be allocated to provide support for the Request for Proposals process without the need for additional expenditure.

All future expenditures associated with the project will require further Council approval other than the costs associated with administering the current RFP process.

WHEREAS, on July 5, 2016, the Common Council authorized execution of a development agreement with Beitler Real Estate Services of Chicago to develop the Judge Doyle project; and

WHEREAS, on September 6, 2016, the Common Council authorized execution of an agreement with LVDA for design and engineering services for the new public parking structure and bicycle center on Block 88 as part of the Judge Doyle project; and

WHEREAS, the Common Council has previously determined as a component of the RFP requirements for the Judge Doyle project that the City’s financial support for a bicycle center would be limited to its capital cost up to $1.0 million, and the City would not bear any of the operating costs of the center; and

WHEREAS, the design of the public parking facility on Block 88 is underway and from a timeline standpoint, it would be ideal to have the bicycle center operator identified by February 2017 to have that party work with the City during the design development phase to finalize the desi...
