Fiscal Note
The proposed resolution approves applications for three LLCs (Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC) to operate pedal cabs. The companies have been issued provisional licenses by the City Traffic Engineer as authorized in MGO 11.06. At the time of the provisional license approval, the companies each paid $125 for an initial one year license to engage in transporting passengers for hire, $30 for a pedal cab vehicle license, and $25 for a public passenger vehicle driver’s permit. Fees associated with renewal of the licenses will be in accordance with the above ordinance.

Relating to Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, applications for Pedal Cab operator licenses.
Body
WHEREAS, Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, have each applied for a pedal-cab service operator license and one (1) Pedal-Cab Vehicle permit;
WHEREAS, Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, have each been granted a provisional pedal-cab service by the Traffic Engineer as the operator has met the criteria as provided under MGO 11.06(2)(c) including a valid public passenger driver permit, proof of proper liability insurance coverage and approved vehicle inspection;
WHEREAS, a pedal cab operator may apply and be granted a provisional pedal-cab service operator license, the application must receive final approval by the Transit and Parking Commission and Common Council;
WHEREAS, any changes in routes or zones used by Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, would be subject to review by Traffic Engineering;
WHEREAS, this vehicle would be subject to all state laws and Madison Ordinances pertaining to bicycles;
WHEREAS, the City's Risk Manager has reviewed the applicant's liability insurance coverage and found that it complies with City ordinance;
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, applications to operate a pedal cab, and as well as their requests for one Pedal-cab Vehicle permit in 2016.
LET IT FURTHER BE RESOLVED that Ceres Crossroad Services, LLC, Lunar Cycle Services, LLC, and Mercury Transport, LLC, applications and services are subject to the provisions and conditions as stated above and the ordinances of the City of Madison.
