Fiscal Note
These new grants provide $206,105 to MPD for overtime wages and benefits to deploy officers for enhanced enforcement of traffic and pedestrian safety laws (MUNIS 3115520-51320). There is a 25% matching requirement ($51,555) which will be met through the payment of straight time and benefits associated with the straight time. These matching costs will be absorbed by MPD’s existing operating budget. Per the grant agreement, the funds must be expended by September 30, 2017. MPD has budgeted for these grants in its 2017 operating budget request.

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and
WHEREAS, for the period of October 2016 through September 2017, WI DOT-BOTS has offered the Madison Police Department the following pass-through grants for overtime wages and benefits, administered by the Dane County Sheriff’s Office: Alcohol Enforcement - $100,000 and Seatbelt Enforcement - $81,105, and
WI DOT-BOTS will award the Madison Police Department a Pedestrian Safety grant of $25,000 for overtime wages and benefits; and
WHEREAS, these initiatives will enable safer traffic conditions by deploying officers for enhanced enforcement of vehicular laws in collaboration with the Dane County Sheriff’s Office, through efforts to reduce incidents of excessive vehicle speeds and driving under the influence of alcohol on City of Madison roadways, and increased use of seatbelts so as to contribute to decreasing the number of deaths and/or injuries due to crashes;
